About approval of the Technique of calculation of payment for overflowing of the reactive electric power

According to the Law of Ukraine "About the market of electrical energy", I order to the subitem 2 of item 4 of the Regulations on the Ministry of Fuel and Energy of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of March 29, 2017 No. 208,:

1. Approve the Technique of calculation of payment for overflowing of the reactive electric power which is applied.

2. To department of electrical power complex (Novikov K. V.) provide:

provision of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure;

promulgation of this order on the official website of the Ministry of Fuel and Energy of Ukraine.

3. Declare invalid the order of the Ministry of Fuel and Energy of Ukraine of January 17, 2002 No. 19 "About approval of the Technique of calculation of payment for overflowing of the reactive electric power", registered in the Ministry of Justice of Ukraine on February 1, 2002 at No. 93/6381.

4. This order becomes effective from the date of its official publication.

Technique of calculation of payment for overflowing of the reactive electric power

I. General provisions

1. This Technique establishes procedure for calculation of payment for overflowing of the reactive electric power between the operator of system the distribution/operator of system of transfer and not residential customers which is service fee on providing overflow of the reactive electric power to electroinstallations of the consumers operating electromagnetically unbalanced installations with inefficient ratio of active and reactive capacity which the operator of system the distribution/operator of system of transfer is forced to provide to consumers in the territory of implementation of licensed activities. The payment for overflows of the reactive electric power is applied to address economic incentives of initiative of not residential customer to compensation of overflows of the reactive electric power.

2. This Technique determines conditions of calculation and the analysis of the modes of power networks of operators of system of transfer, operators of system of distribution and not residential customers for determination of economic equivalents of reactive capacity.

3. This Technique is obligatory for operators of system of transfer, operators of system of distribution, not residential customers and electric power producers from renewable energy resources during their work in the mode of consumption of active electrical energy.
