About the organization of activities of bodies of the State Customs Service of the Republic of Uzbekistan

According to the Presidential decree of the Republic of Uzbekistan of April 12, 2018 No. UP-5414 "About Measures for Radical Enhancement of Activities of Bodies of the State Customs Service of the Republic of Uzbekistan":

1. Approve:

organizational structure of bodies of the State Customs Service of the Republic of Uzbekistan according to appendix No. 1;

structure of Central office of the State Customs Committee of the Republic of Uzbekistan according to appendix No. 2;

standard structure of offices of managements of the State Customs Committee of the Republic of Uzbekistan on the Republic of Karakalpakstan, areas, Tashkent and the specialized customs Tashkent-AERO complex according to appendix No. 3;

standard structure of border customs post according to appendix No. 4;

standard structure of customs post of foreign economic activity according to appendix No. 5;

standard structure of customs posts of remote electronic declaring according to appendix No. 5a;

the extreme number of staff of the office of managements of the State Customs Committee on the Republic of Karakalpakstan, areas, Tashkent and the specialized customs Tashkent-AERO complex according to appendix No. 6;

the list of customs posts of the State Customs Committee of the Republic of Uzbekistan according to appendix No. 7;

the list of the liquidated customs posts of the State Customs Committee of the Republic of Uzbekistan according to appendix No. 8;

Regulations on service in bodies of the State Customs Service of the Republic of Uzbekistan according to appendix No. 9;

The disciplinary charter of bodies of the State Customs Service of the Republic of Uzbekistan according to appendix No. 10;

"Road map" on development and widespread introduction of information and communication technologies in activities of customs authorities of the Republic of Uzbekistan for 2018-2020 (further - the Road map) according to appendix No. 11.

2. The expenses connected with implementation of "Road map" are performed at the expense of means of Special fund of financial support, social protection, development of customs authorities and contingencies of the State Customs Committee of the Republic of Uzbekistan.

3. Establish the total extreme number of staff of bodies of the State Customs Service of the Republic of Uzbekistan in number of 4 223 units (without specialists, the auxiliary and serving personnel), including central office - 290 units.

4. Grant to the chairman of the State Customs Committee of the Republic of Uzbekistan the right:

make, if necessary, changes to organizational and regular structures of bodies of the State Customs Service, within the established general number of staff and the salary fund;

creation of the structural divisions which are not provided in organizational structure, central office, managements on the Republic of Karakalpakstan, areas, the city of Tashkent, the specialized customs Tashkent-AERO complex, Customs institute, the Central customs laboratory, the National film logical center and customs posts of the State Customs Committee, and also reorganization and abolition of their operating structural divisions within general established posts and the salary fund;

distribution of obligations between vice-chairmen of the State Customs Committee;

if necessary change of coaching of the chairman of the State Customs Committee and its deputies over structural divisions;

establish to research and educational personnel of Customs institute, and also experts involved in educational and methodical process the sizes of hourly pay of work for carrying out studies are 50 percent higher than the established sizes;

attract as consultants within accomplishment of the tasks assigned to the State Customs Committee of the Republic of Uzbekistan, qualified specialists of state bodies, the leading design institutes, scientific and educational institutions, and also the international organizations.

5. For the purpose of ensuring the coordinated realization of the priority directions of the state customs policy to determine that:

a) the chairman of the State Customs Committee of the Republic of Uzbekistan bears the personal responsibility for:

timely and high-quality execution of decisions of the President of the Republic of Uzbekistan, Cabinet of Ministers of the Republic of Uzbekistan, requirements of regulatory legal acts;

creation of essentially new system of selection and the placement of personnel aimed at attraction in customs authorities of comprehensively developed and patriotic youth having high professional skills and moral qualities;

basic change of the relation of employees to service, creation of situation of the intolerant relation to all manifestations of violation of legality, forming of healthy climate in collective;

comprehensive stimulation of the personnel which is selflessly serving attraction to disciplinary and other responsibility of the employees who roughly broke office discipline, requirements of the legislation;

organization of effective activities of Customs institute;

ensuring openness of activities of customs authorities, establishment of direct, address dialogue with the population, participants of foreign economic activity, and also for personal reception of citizens;

b) the first deputy chairman of the State Customs Committee of the Republic of Uzbekistan bears the personal responsibility for:

development of the priority directions of development of customs affairs, enhancement of the customs legislation and law-enforcement practice, the analysis of the reasons and conditions of making of offenses in the customs sphere, realization of effective measures on their eradication;

radical improvement of system of rendering the state services, collection, the analysis and use of information, implementation of contactless forms of interaction of customs authorities with physical persons and legal entities, way of wide use of information and communication technologies;

implementation and effective functioning of automated control system for risks, procedure for application of the simplified customs procedures concerning fair participants of foreign economic activity;

identification of illegal commodity import, schemes of evasion from customs payment, due to implementation of modern forms, methods and technical means of customs control;

c) vice-chairmen of the State Customs Committee of the Republic of Uzbekistan bear the personal responsibility for:

monitoring of the foreign trade transactions, the analysis of execution of export-import contracts, execution of the forecast of commodity export, observance of the foreign exchange legislation when carrying out the foreign trade transactions;

forming and reliability of customs statistics, preparation of analytical materials about tendencies of development of foreign trade of the Republic of Uzbekistan, and also trade and economic relations with the states - the main trading partners of the country;

exchange of information with Customs Services of foreign countries for the purpose of ensuring reliability of statistical data, identification of signs of offenses in the sphere of foreign trade;

development of the efficient control system behind the activities of customs posts providing assessment of correctness of classification of goods by the commodity nomenclature of foreign economic activity, determination of their customs value, charge and collection of customs payments, and also rendering the methodological help in the specified questions;

condition and efficiency of fight against smuggling and violations of the customs legislation, identification and the analysis of mechanisms of illegal commodity importation, development of effective measures on increase in efficiency of prevention of offenses, ensuring inevitability of responsibility;

organization of effective cooperation with customs authorities of foreign countries and international organizations, system studying and implementation of the best practices in the sphere of customs affairs;

organization of effective activities of the National film logical center of the Republic of Uzbekistan;

thorough, comprehensive, complete and objective examination of appeals of physical persons and legal entities, personal reception of citizens;

routine maintenance and overhaul repairs of buildings and constructions of customs authorities, providing employees with computer and other equipment, means of communication and customs control, creation of necessary conditions for effective fulfillment of the assigned tasks.

6. Determine that:

the age limit of stay on service makes for employees of sergeant structure - fifty years, officers - fifty five years, general structure - sixty years;

the period of service of the service life granting the right to pension constitutes twenty years in calendar calculation which period of preferential calculation is considered only when charging to employees of the sizes of pension.

7. To the State Customs Committee of the Republic of Uzbekistan:

in a month to determine spheres of the personal responsibility of chiefs of managements of the State Customs Committee of the Republic of Uzbekistan by the Republic of Karakalpakstan, areas, Tashkent, the specialized customs Tashkent-AERO complex, the Highest military customs institute, the National film logical center of the Republic of Uzbekistan and their deputies, and also chiefs of customs posts;

in two-month time to provide completion of central office and structural divisions by the highly qualified specialists having the necessary theoretical knowledge and practical skills capable at the professional level to provide realization of the assigned tasks;

together with the interested ministries and departments in two-month time to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this resolution.

8. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov, the deputy prime minister of the Republic of Uzbekistan N. S. Otazhonov and the chairman of the State Customs Committee of the Republic of Uzbekistan M. B. Azimov.

The chief of the Central customs laboratory according to the status, payment terms of work and transport servicing is equated to the chief of head department of central office of the State Customs Committee of the Republic of Uzbekistan, deputy chief - to the deputy chief of head department of central office of the State Customs Committee of the Republic of Uzbekistan.

2. The conditions of material stimulation and compensation established for the staff of central office of the State Customs Committee of the Republic of Uzbekistan extend to the staff of the Central customs laboratory.
