1. This Procedure determines structure of the preliminary information about the goods assumed to import to customs area of the Eurasian Economic Union by water transport (further respectively - the preliminary information, the Union), persons who shall or has the right to provide such information, terms of its representation, and also cases when the preliminary information can not be provided.
This Procedure is not applied to the goods assumed to import to customs area of the Union by road transport and railway transport with use of ferry boats.
2. The carrier performing commodity importation shall provide the preliminary information only in volume of data, the stipulated in Item 5 presents About. On behalf of carrier the preliminary information can be provided by person acting according to its order.
The preliminary information in volume of the data provided by subitems "v" - "to" Item 6 of this Procedure having the right to provide the faces specified in item 4 of Article 82 and Article 83 of the Customs code of the Eurasian Economic Union (further - the Code).
According to the paragraph the second Item 3 of article 11 of the Code customs authorities have no right to demand from persons, the specified in paragraphs one and the second this Item, submission of the preliminary information in the structure determined by Item 6 of this Procedure.
4. The preliminary information is provided not later than 6 hours till the planned time of calling of the vessel the first port located in the territory of state member of the Union (further - state member).
If time of transition (towage) of the vessel before its calling the first port located in the territory of state member constitutes less than 6 hours, the preliminary information is provided to the actual exit of the vessel from port of withdrawal.

b) document number, the legal entity confirming inclusion in the register of customs representatives (in case of submission of the preliminary information by the customs representative);
c) the information about carrier of goods (the full or short (reduced) name of the legal entity, the organization, not being the legal entity, or surname, name, middle name (in the presence) physical person, the address);
d) the name, type, number of registration of the vessel and (or) number assigned by International Maritime Organization (further - number IMO);
e) short data on flight (number of flight (in the presence), codes of ports of withdrawal, receipt, last calling, following calling (in the presence));
e) the planned date and time of receipt of the vessel;
g) data on registration of the vessel (port, date, number), flag State of the vessel;
h) the full or short (reduced) name and the address of the shipping agent, surname, name, middle name (in the presence), phone number of the representative of the shipping agent;
i) data on loads according to transport (transportation) documents (according to each document):
number and date of creation of the transport (transportation) document;
identification numbers of containers, numbers of seals, seals and other means of identification (in the presence);
codes of shipping port and port of discharge;
code of port of initial freight dispatch (in case of implementation of multimodal transportations or transportations according to transshipment bills of lading);
marking and numbers of loads, quantity of cargo pieces and type of their packaging (concerning the loads which are subject to unloading in ports of state members);
gross weight of goods;
quantity and the description of the loads which are subject to unloading in ports of state members;
commodity codes according to the Harmonized commodity description and coding system of World Customs Organization (in the presence) (concerning the loads which are subject to unloading in ports of state members);
j) data on the ship supplies which are available on the vessel (names and quantity);
k) number of crew members of the vessel, surname, names, positions, nationality (citizenship), birth dates and birth places, data on identity documents;
l) number of passengers, surnames, names, nationality (citizenship), birth dates and birth places, data on identity documents, codes of ports of landing and disembarkation;
m) availability (absence) of medicines as a part of which narcotic, strong means, psychotropic and toxic agents contain (in the presence of such information);
o) availability onboard the vessel of dangerous goods (class, number of dangerous substance or product according to Standard rules of transportation of dangerous goods (appendix to Recommendations about transportation of dangerous goods of the UN).
6. The preliminary information provided for the purpose of, provided by the subitem 2 of Item 2 of article 11 of the Code, includes data on customs transactions for which acceleration of making such information, and also the following data is provided:
