About additional measures for the accelerated development of fruit-and-vegetable growing in the Republic of Uzbekistan

In the republic the complex measures directed to production expansion, storage, conversion and export of fruit and vegetable products are implemented.

For projects implementation on intensive development of fruit-and-vegetable growing acreage are significantly expanded, capacities on storage and conversion of fruit and vegetable products are created, financial resources, including means of the international financial institutions actively are attracted.

At the same time, the high level of the competition in the foreign markets of fruit and vegetable products requires the accelerated implementation of modern methods of agrotechnology, and also process management of production and the product delivery.

However, number of negative factors interferes with effective use of potential and development of the agro-industrial sphere of the country among which:

the first, not full use of market mechanisms of interaction of producers and suppliers of fruit and vegetable products in questions of placement of the crops demanded in the market of fruit and vegetable cultures and their grades;

the second, the low agreement discipline of small agricultural producers which is expressed in untimely, low-quality, incomplete accomplishment or at all failure to carry out of the signed contracts;

third, lack of favorable conditions for accumulating of financial resources for mechanization of agricultural work, implementation of modern intensive technologies, first of all water saving, expansions of capacities of storage and transportation, independent entry of producers of agricultural products into foreign markets;

the fourth, unsatisfactory security of producers of agricultural products with seeds, seedling and saplings of the high-yielding grades and required quality demanded in the markets;

the fifth, the low level of system of the training which is not meeting real needs of producers of agricultural products including due to the lack of international cooperation on training of the highly skilled, having modern knowledge specialists of average and the top management;

the sixth, not development of logistic and transport infrastructure lead to loss of part of harvest, and also realization of the grown-up products at cut prices and, as a result, low financial performance of producers of agricultural products;

the seventh, lack of in-depth scientific research on topical issues of agrotechnologies of different cultures and their implementation in practice and low level of interaction between scientific institutes and producers of agricultural products.

For the purpose of ensuring the accelerated and effective development of fruit-and-vegetable growing, expansion of production of high-quality and competitive finished goods, its further promotion on the large foreign markets, and also consecutive realization of the tasks determined by the Strategy of actions by five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:

1. Take into consideration that in the Surkhandarya region experiment on support of creation of cluster form of agricultural production in the field of fruit and vegetable products is adjusted.

2. To the Cabinet of Ministers of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and areas, since current agricultural year to take measures for widespread introduction of cluster form of production organization of the fruit and vegetable products (further - fruit and vegetable clusters) providing forming of chain by the principle "seeds - seedling (saplings) - cultivation of products - procurement - storage - conversion - transportation - delivery to the market":

within single or groups of the interconnected companies which are independently performing all specified cycle from production before realization of fruit and vegetable products;

on the basis of the guaranteed contracts between producers of agricultural products and the companies the suppliers, processors, exporters providing to producers of agricultural products landing material, advance resources for the organization of agricultural works and buying from them the made products on contract prices.

3. To the deputy prime minister of the Republic of Uzbekistan Z. T. Mirzayev, the chairman to Council of Ministers of the Republic of Karakalpakstan, hokima of areas and areas in accordance with the established procedure, in case of placement of sowings of agricultural crops on the lands released from crops of cotton to grant right to use by lands on the terms of long-term lease to mainly business entities (group of the interconnected companies):

having the logistic centers (capacities on storage, primary or deep conversion of fruit and vegetable products, agricultural machinery), and also experience of realization of fruit and vegetable products in the internal and external markets;

the having experience of creation and operation of modern greenhouse facilities and intensive gardens;

having own and attracted financial resources for production organization of agricultural products on chain of values added in cluster form;

assuming liabilities on the organization of cultivation, conversion and realization of fruit and vegetable products, including for export, to implementation of the most modern resource-and water saving technologies, creation of new workplaces.

4. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas together with the Ministry of Agriculture of the Republic of Uzbekistan:

provide in 2018 creation in each region of 1-2 fruit and vegetable clusters and involvement since 2019 in cluster form of the organization of agricultural production of all areas specialized on cultivation of fruit and vegetable products;

grant to fruit and vegetable clusters the right to independently make decisions on placement of sowings of agricultural crops, determination of amounts of cultivation of products, their types and grades, application of agrotechnological methods taking into account edaphic-climatic conditions and orientation to demand in the internal and external markets, and also to the conclusion of contracts of contracting with farmer and Dehkan farms for procurement of the agricultural products made by them;

together with the Ministry of water economy of the Republic of Uzbekistan to render assistance to producers of agricultural products in cleaning of irrigational and collector constructions.

5. To the deputy prime minister of the Republic of Uzbekistan S. R. Holmuradov together with the State committee on investments into two-month term to make offers on:

to attraction of credit lines of international financial institutions and institutes, including for participation in the authorized capital of fruit and vegetable clusters with the right of the subsequent redemption of these shares founders - residents of the Republic of Uzbekistan;

to opening in commercial banks of credit lines for preexport financing of fruit and vegetable clusters and other producers and exporters of fruit and vegetable products;

to expansion of amounts of credit lines of the international financial institutions for financing of projects on creation of nurseries of seedling and saplings, the logistic centers of fruit and vegetable clusters, to construction of greenhouses and creation of intensive gardens;
