According to subitem 12-2) of article 4-3 of the Law of the Republic of Kazakhstan of July 23, 1999 "About mass media" PRIKAZYVAYU:

1. Approve the enclosed Rules of interaction of the authorized person (division) on interaction with mass media with authorized body in the field of mass media.

2. To provide to committee of information of the Ministry of information and communications of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of information and communications of the Republic of Kazakhstan;

4) within ten working days after state registration of this order submission to Legal department of the Ministry of information and communications of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of information and communications of the Republic of Kazakhstan.

4. This order becomes effective after day of its first official publication.

Rules of interaction of the authorized person (division) on interaction with mass media with authorized body in the field of mass media

Chapter 1. General provisions

1. These rules of interaction of the authorized person (division) on interaction with mass media with authorized body in the field of mass media (further – Rules) are developed according to subitem 12-2) of article 4-3 of the Law of the Republic of Kazakhstan of July 23, 1999 "About mass media" and determine order of interaction of the authorized person (division) by interaction with mass media with authorized body in the field of mass media.

2. In these rules the following concepts are used:

1) directory material – the data containing the description and statistical data on development of the supervised industry including information explanation of the carried-out state initiatives and other actions;

2) the unified republican media plan – the plan of publicizing of activities of the central state bodies and local executive bodies for realization in mass media of state programs with indication of actions for realization of strategic directions for the supervised industry (further – the media plan);

3) authorized body in the field of mass media – the state body performing state regulation in the field of mass media (further – authorized body);

4) the authorized person (division) on interaction with mass media with authorized body in the field of mass media – person (division) performing distribution of information on the questions which are within the competence of state body, and also its activities (further – the authorized person (division);

5) media grid – the schedule of the key actions having the special public and political importance.

Chapter 2. Order of interaction of the authorized person (division) on interaction with mass media with authorized body

3. State bodies within one working day notify authorized body on (assignment) creation of the authorized person (division) with provision of contact information (surname, name, middle name (in case of its availability), the e-mail address, the business/cell phone).

4. The authorized body on the basis of information provided by state body creates the reference book about authorized persons (division).

5. Annually no later than the first preceding the first and third quarters of the current year the authorized person (division) go to authorized body of the offer on the thematic directions of the state information policy for forming of the media plan for the forthcoming year.

The authorized person (division) makes updating of the media plan once a quarter.

In case of need the authorized body makes corrections to the media plan taking into account strategic directions of the state information policy.

6. Annually on the basis of the offers which arrived from the authorized person (division) no later than the twentieth preceding the first and third quarters of the current year authorized body the media plan taking into account the main directions and thematic lines is developed and approved.

7. The media plan includes the following:

1) actions for publicizing of activities of the central state bodies and local executive bodies in mass media with indication of strategic directions, target audiences, the planned changes of the legislation on industries;

2) the actions directed to information warning of problematic issues, defiant public response.

8. The authorized person (division) for the purpose of realization of the state information policy provides in authorized body information on media plan implementation of actions in any form monthly no later than the 25th of the accounting period.

9. According to the approved media plan the authorized body provides single information site for the authorized person (division) for information covering of the corresponding event.

10. Weekly on Thursdays information the forthcoming week in form, according to appendix to these rules with appendix of the following directory materials goes to authorized body:

1) date, time and venue of action;

2) organizers and contacts;

3) purpose and task of holding action;

4) key messages;

5) speakers (position, contact information);

6) effect of action.

In case of the questions relating to activities of several central state bodies and local executive bodies, the authorized person (division) provides within one working day in authorized body information within the competence for forming of the single information agenda by authorized body, and further distribution of information among other interested state bodies and mass media.

11. On the basis of provided information the authorized body creates weekly media grid the forthcoming week and sends within one working day to mass media.
