About approval of the Technique of development of cards of threats and risks of flooding

According to article 107-1 of the Water code of Ukraine, Item 7 of the actions plan on implementation of the Management concept risks of emergence of emergency situations of the technogenic and natural nature for 2015-2020 approved by the order of the Cabinet of Ministers of Ukraine of March 25, 2015 No. 419-r for the purpose of implementation of the Directive 2007/60/EU of the European Parliament and Council of October 23, 2007 about assessment and risk management of flooding I order:

1. Approve the Technique of development of cards of threats and risks of flooding which is applied.

2. Department on forming of policy concerning government authorities and monitoring bodies of the Ministry of Internal Affairs being under control of the Minister (Bodnar V. E.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the Chairman of Public service of Ukraine on emergency situations Chechetkin N. A.

Technique of development of cards of threats and risks of flooding

I. General provisions

1. This Technique is developed for the purpose of ensuring process of assessment and risk management of flooding, the minimization of the negative effects connected with flooding, influencing health and life of people, the environment, economy, cultural heritage.

2. This Technique is held for use territorial authorities, organizations, the companies and the GSChS organizations, Gosvodagentstva, Gosgeokadastra, the local executive bodies and local government bodies performing actions for mitigation of consequences of the emergency situations connected with flooding influence.

3. In this Technique terms are used in the following values:

cards of threats of flooding - the cards reflecting the territories which can be flooded as a result of flooding with low, average and high probability;

cards of risks of flooding - the cards reflecting the potential negative effects connected with floodings with low, average and high probability.

Other terms used in this standard are used in the values given in the Water code of Ukraine, the Code of civil protection of Ukraine, the Laws of Ukraine "About land and cartographic activities", "About land management", "About the State land cadastre", "About frontier of Ukraine", by Procedure for classification of emergency situations by their levels approved by the resolution of the Cabinet of Ministers of Ukraine of March 24, 2004 No. 368, Procedure for plan development of management of the river basin approved by the resolution of the Cabinet of Ministers of Ukraine of May 18, 2017 No. 336, the Procedure for information exchange between inventories and information systems approved by the resolution of the Cabinet of Ministers of Ukraine of June 3, 2013 No. 483.

4. With potentially significant risks of flooding for areas of the river basins of Ukraine determined by results of provisional estimate of risks of flooding, as the territories having high or very high risk of flooding (with the existing potentially significant risks of flooding or probable potentially significant risks of flooding) (further - the territories which have potentially significant risks of flooding), necessary quantitative and qualitative analysis for needs of provisional estimate of risks of flooding according to the Water code of Ukraine shall provide the accuracy of display of the allocated territories.

5. In case of development of cards of threats and risks of flooding for the territories which have potentially significant risks of flooding, other states adjoining on the territory exchange of information with the states is performed previously.

II. Methodology of development of cards of threats and risks of flooding, its review and updating

digital cards and data of banks (bases) of geospatial data;
