provision in lease on a grant basis the parcels of land of permanent use for construction of facilities of the non-state preschool educational organizations with condition of reconstruction and equipment of the existing state preschool educational organizations with the subsequent patronage;

allocation of the building for reconstruction and equipping on the basis of concession;

realization on "zero" redemption value of the empty objects of state-owned property, including buildings of the nonfunctioning state preschool educational organizations;

transfer to long-term free target use of not used rooms or cases of the incomplete state preschool educational organizations to private partners;

material and financial provision of the non-state preschool educational organizations created based on property of the private partner;

material and methodical providing the family non-state preschool educational organizations;

philanthropic activities in the form of patronage.

Determine that the public-private partnership in the field of preschool education can be performed also in other forms determined by the Cabinet of Ministers of the Republic of Uzbekistan.

2. Determine that the following types of investment obligations can be imposed on the private partner depending on form of public-private partnership:

training of certain number of pupils from the families needing social support and the special contingent with establishment for them the preferential amount of parent payment (in the sizes which are not exceeding established for the state preschool educational organizations in this area). At the same time children from the families needing social support are accepted for study on priority basis;

implementation of works on construction, reconstruction, capital repairs and equipment of the public pre-school educational institutiones attached to the private partner;

other obligations provided by the agreement on public-private partnership.

3. Approve Regulations on public-private partnership in the field of preschool education according to appendix No. 1.

4. Determine that:

the agreement on public-private partnership is signed by results of the competition held by the Ministry of preschool and school education. In the cases provided by paragraphs the eighth - the tenth Item 1 of this resolution, competition is not held;

The ministry of preschool and school education since October 1, 2023 during creation of the non-state preschool educational organizations on the basis of public-private partnership signs with the private partner the agreement as the state partner (for the agreements signed till October 1, 2023, the state partner determines the Agency of preschool education), and also performs monitoring of accomplishment by the private partner of terms of agreement up to standard;

The agency of preschool education during creation of the family non-state preschool educational organizations signs with the private partner the agreement as the state partner, and also performs monitoring of accomplishment by the private partner of terms of agreement up to standard.

5. Accept offers of the Ministry of preschool education, the Ministry of Finance, the Ministry of Economics of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on investments, the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition and Fund of reconstruction and development of the Republic of Uzbekistan:

about accumulation on separately opened account of the Ministry of Finance of the Republic of Uzbekistan (further - the special account) the funds allocated for financing of actions for development of the non-state preschool educational organizations and to stimulation of public-private partnership;
