About formation of the Interdepartmental coordination commission on questions of import substitution

For the purpose of overcoming critical dependence of strategic industries on import and ensuring development of industrial potential the Cabinet of Ministers of Ukraine decides:

1. Form the Interdepartmental coordination commission on questions of import substitution in structure according to appendix.

2. Approve Regulations on the Interdepartmental coordination commission on questions of import substitution which are applied.

Regulations on the Interdepartmental coordination commission on questions of import substitution

1. The interdepartmental coordination commission on questions of import substitution (further - the Commission) is temporary advisory advisory body of the Cabinet of Ministers of Ukraine which is formed by it for the organization of activities for import substitution and cooperation of subjects of managing in strategic industries.

2. The commission in the activities is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and Minstrategprom and also this Provision.

3. The main objectives of the Commission are:

assistance to ensuring coordination of actions of executive bodies on the questions which are within its competence;

preparation of offers on forming and realization of state policy of import substitution;

determination of ways, measures and mechanisms of overcoming dependence of strategic industries on commodity import which delivery is fully or partially stopped, and also the solution of the questions concerning creation of conditions for timely and complete requirements satisfaction of defense industry;

preparation of offers for strategic and program documents on ensuring implementation of priorities of development of the sphere of import substitution;

determination of the measures directed to requirements satisfaction of the domestic market in products of the Ukrainian production and increase in investment appeal of the companies of strategic industries;

preparation of suggestions for improvement of regulatory framework in the field of import substitution.

4. The commission according to the tasks assigned to it:

carries out the analysis of the state of affairs and origins of problems in implementation process of state policy of import substitution;

studies results of activities central and local executive bodies concerning import substitution;

participates in project development of regulatory legal acts on the questions which are within its competence;

considers offers on the needs for products which are subject to import substitution in strategic industries and are necessary for implementation of investment projects;

considers offers of state bodies, local government bodies, business entities and their associations on establishing cooperation in strategic industries;

considers offers concerning implementation of purchase outside the territory of Ukraine of products which procurement cannot be conducted within the territory of Ukraine;

considers offers of executive bodies on development of the state target programs, other strategic and program documents or modification of them for the purpose of creation of conditions for timely and complete requirements satisfaction of the companies of strategic industries in import substitution, and customers - in providing with defense products;

submits to the Cabinet of Ministers of Ukraine the recommendations developed by results of the work and suggestion for improvement of activities of state bodies, local government bodies, subjects of managing in case of realization of policy of import substitution.
