Declare invalid the order of the acting minister on investments and development of the Republic of Kazakhstan of January 28, 2016 No. 118 "About approval of Rules of registration, use and distribution of domain names in space of the Kazakhstan segment of the Internet" (it is registered in the Register of state registration of regulatory legal acts for No. 13221, it is published on March 3, 2016 in information system of law of Ad_let).

3. To provide to committee on information security of the Ministry of the defense and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic form in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of the defense and aerospace industry of the Republic of Kazakhstan after its official publication;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of the defense and aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of the defense and aerospace industry of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of registration, use and distribution of domain names in space of the Kazakhstan segment of the Internet

Chapter 1. General provisions

1. These rules of registration, use and distribution of domain names in space of the Kazakhstan segment of the Internet (further - Rules) are developed according to the subitem 16) of article 7-1 of the Law of the Republic of Kazakhstan of November 24, 2015 "About informatization" (further - the Law) and determine registration procedure, uses and distributions of domain names in space of the Kazakhstan segment of the Internet.

2. In these rules the following basic concepts and reducings are used:

1) authorized body in the field of information security support (further – authorized body) – the central executive body performing management and cross-industry coordination in the field of information security support;

2) domain name – the character (alphanumeric) designation created according to rules of addressing of the Internet, corresponding to certain network address and intended for the named appeal to the Internet object;

3) domain name system (Domain Name System, further – DNS) – the distributed database for receipt of information on domain names. Contains information on compliance of domain names and Internet Protocol (IP) of addresses and works according to the Request for Comments standards (further – RFC) - 1032, 1034, 1035, 1122, 1133, 1591;

4) the registrant of domain names (further – the registrant) – the physical person or legal entity which sent to the logger of domain names in space of the Kazakhstan segment of the Internet the request of the registrant for registration of domain names in space of the Kazakhstan segment of the Internet and being its owner for registration of domain names in space of the Kazakhstan segment of the Internet;

5) space of the Kazakhstan segment of the Internet – set of the Internet resources placed on the hardware and software located in the territory of the Republic of Kazakhstan;

6) the administrator of domain names in domain space of the Kazakhstan segment of the Internet (further – the administrator) – the non-profit public organization determined by authorized body according to the Law of the Republic of Kazakhstan "About informatization", performing development of domain space of the Kazakhstan segment of the Internet;

7) domain name of the first level in space of the Kazakhstan segment of the Internet (further – domain name of the first level) – domain name of .KZ and (or). KAZ selected with the international organization ICANN for use for the benefit of the Republic of Kazakhstan, which is in hierarchy of domain space of the Kazakhstan segment of the Internet is one step lower than root domain name and being direct direct subdomain of root domain name (RFC-882);

8) the domain name of the second level in space of the Kazakhstan segment of the Internet (further – domain name of the second level) – the domain name which is in hierarchy of domain space of the Kazakhstan segment of the Internet is one step lower than domain name of the first level and being direct (direct) subdomain of domain name of the first level (RFC-882);

9) the register of domain names in space of the Kazakhstan segment of the Internet (further – the register) – the centralized set of databases of all registered domain names in space of the Kazakhstan segment of the Internet containing all data on the registered domain names;

10) registry of domain names in space of the Kazakhstan segment of the Internet (further – registry) – the legal entity performing maintaining the register and supporting stable work of the Kazakhstan domain name of the first level;
