About some questions of identification of goods

According to Items 2, 3 and 4 articles 427 of the Code of the Republic of Kazakhstan of December 26, 2017 "About customs regulation in the Republic of Kazakhstan" and Item 5 of article 45 of the Law of the Republic of Kazakhstan of July 4, 2003 "About road transport" ORDER:

1. Approve enclosed:

1) Rules of application (use) of the means of identification used by bodies of state revenues and requirements for production imposed to them according to appendix 1 to this order;

2) Rules of application of the methods of identification used by bodies of state revenues, including putting down of seals, stamps, drawing digital and other marking on goods, the detailed description, photography, the image on the scale of goods, comparison of previously selected tests and (or) samples of goods and products of their conversion, use of the available marking of goods, including in the form of serial numbers, different ways which can be applied proceeding from nature of goods and the made transactions on conversion on customs area of the Eurasian Economic Union, including by research of the submitted documents containing detailed data on use of goods in engineering procedure of making of transactions on conversion on customs area of the Eurasian Economic Union and also on the production technology of products of conversion according to appendix 1 to this order;

3) Rules of recognition by bodies of state revenues of the seals, seals or other means of identification applied by customs authorities of the states which are not members of the Eurasian Economic Union, senders of goods and (or) carriers according to appendix 3 to this order.

2. Recognize invalid some orders of the Minister of Finance of the Republic of Kazakhstan according to the list according to appendix 4 to this order.

3. To committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (Tengebayev A. M.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Finance of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. This order becomes effective after ten calendar days after day of its first official publication.
