The government of the Russian Federation decides:

1. Approve enclosed:

Rules of the organization and carrying out technological tenders for the purpose of realization of the National technological initiative;

Rules of provision of subsidies from the federal budget for the organization and carrying out technological tenders for the purpose of realization of the National technological initiative.

2. Agree with the offer of Russian Venture Capital Company joint-stock company on investment of the specified society with functions of the operator of technological tenders for the purpose of realization of the National technological initiative and implementation of organizational and technical and information support of carrying out technological tenders by it, including the organization of testing, examination of requests of participants, promoting of technological tenders, operating expenses, creation of competitive and test infrastructure, forming of prize fund for rewarding of winners and prize-winners of technological tenders.

3. To render the ministry of digital development, communication and mass communications of the Russian Federation assistance in lighting in the state media of carrying out technological tenders for the purpose of realization of the National technological initiative.

4. Rules of the organization and carrying out technological tenders for the purpose of realization of the National technological initiative

I. General provisions

1. These rules determine procedure for the organization and carrying out technological tenders for the purpose of realization of the National technological initiative (further - technological tenders).

2. The purpose of carrying out technological tenders are:

a) the solution of the technological tasks which are crucial for creation and development of new technologies, products, goods and services, use, including commercialization, the created technologies, products, goods and services promoting achievement of global technological leadership of the Russian Federation;

b) involvement of participants of technological tenders in implementation of actions plans ("road maps") of the National technological initiative, including creation of new scientific and engineering teams and their involvement in development new and (or) enhancement of the existing technologies, products, goods and services;

c) identification of the perspective companies and development of their technological and export potential;

d) development of system of professional communities and promoting of the National technological initiative, stimulation of development of scientific, scientific and technical and innovative activities, increase in innovative activity of the companies;

e) investment attraction in creation of technologies, products, goods and services, competitive in the new markets arising in spheres of implementation of actions plans ("road maps") of the National technological initiative.

3. The concepts used in these rules mean the following:

"technological barrier" - the scientific and technological problem interfering emergence of new product and (or) technology or the level of opportunities (characteristics) of technology which is not reached in the world providing essential increase in demand for such technology and for creation of new products (devices) on its basis for realization of the priorities of scientific technology development established by the Strategy of scientific technology development of the Russian Federation approved by the Presidential decree of the Russian Federation of December 1, 2016 No. 642 "About the Strategy of scientific technology development of the Russian Federation";

"the solution of scientific and technological problem and (or) development of technology" - the created new materials, technologies, products, goods, services, the equipment and devices which use fully or partially provides overcoming technological barrier.

4. Technological tenders represent open tenders of solutions of scientific and technological problem and (or) tenders of the technologies fully or partially providing overcoming technological barriers.

5. Within technological tenders competitions of separate tasks can be held.

Each technological tender, and also competitions of separate tasks held in its framework assume determination of one winner, and also prize-winners of tender.

Summing up tenders of separate tasks can be performed irrespective of summing up technological tender, but no later than summing up the technological tender including such tasks.

6. Technological tender and (or) tender of separate tasks are carried out according to the competitive task approved by the contest committee created by the Ministry of science and the higher education of the Russian Federation (further - the contest committee). Regulations on the contest committee and its structure affirm the Ministry of science and the higher education of the Russian Federation.
