About measures for radical enhancement of system of rendering mental health services

The most important direction of state policy in the sphere of medicine are inspection of mental health of the population, prevention, diagnostics, treatment, leaving and medico-social resettlement of persons suffering from mental disturbances.

In this direction it is created necessary legal and material and technical resources, lunatic asylums and psychoneurological dispensaries (further - mental health facilities) which are staffed by skilled psychiatrists are constructed and equipped with the modern medical equipment, measures for the organization of rendering high-quality and timely mental health services to the population are taken.

At the same time the carried-out complex studying of the state of affairs in the sphere of rendering mental health services revealed availability of number of the system shortcomings and problems which are negatively affecting early identification of the reasons and conditions of violation of intellectual development, quality of medical services.

In particular, it is required to review cardinally management system mental health service for the purpose of implementation of effective and modern mechanisms of coordination of activities of mental health facilities, accounting of mental health of person, the organization of its inspection, timely taking measures to rendering high-quality medical care.

There is acute shortage of psychiatrists in mental health facilities that does not allow to render to patients all necessary range of services, to satisfy their requirements, to develop private medicine in this sphere, including on the terms of public-private partnership.

Despite acceptance of number of decisions on improvement of material and technical resources of mental health facilities, equipment by their modern diagnostic and laboratory equipment, creating favorable conditions for content and treatment of patients, their full accomplishment is not provided.

For the purpose of further enhancement of work on prevention and treatment of mental disturbances, increase in efficiency of activities of organizations of mental health service of the Republic of Uzbekistan, development of private medicine, training of skilled psychiatrists:

1. Determine the main directions of radical enhancement of system of rendering mental health services to the population:

implementation of the mechanism of effective management of system of rendering mental health services with ensuring forming of vertically integrated system of the organization of medical, scheduled maintenance and early identification of mental disturbances;

ensuring high-quality and available mental health services in each settlement of the country for all categories of the population, especially for children and teenagers, and also establishment of single obligatory standard rates of expenses on medicines for treatment of persons suffering from mental disturbances;

training of highly qualified personnel in the sphere of rendering mental health services to the population, ensuring requirement of mental health facilities for psychiatrists, permanent increase in their qualification, including in the leading clinics and the medical organizations abroad;

transfer of separate functions of organizations of mental health service of the Republic of Uzbekistan to private sector of health care, development of public-private partnership in the sphere of rendering mental health services to the population, investment attraction for improvement of quality of the rendered services;

ensuring the round-the-clock emergency help to persons who tried to make suicide including identification of actual reasons and conditions of suicide actions, taking measures to timely rendering the specialized help, immediate informing mental health facilities on each attempt of suicide;

activization of basic, applied and innovative scientific research in the field of psychiatry, widespread introduction of their results and achievements promoting enhancement of measures of prevention, diagnostics and efficiency of treatment of mental disturbances in practical activities;

enhancement of the legal base providing effective activities of system of rendering mental health services to the population, further strengthening of material and technical resources of mental health facilities, and also their divisions, equipment with their modern medical machinery and equipment.

2. Permit the private medical organizations to render since May 1, 2018 to the population separate services in diagnostics and treatment of mental disturbances and disorders of behavior.

To the Ministry of Health of the Republic of Uzbekistan together with Association of doctors of private practice of Uzbekistan to approve the list of the services in diagnostics and treatment of mental disturbances and disorders of behavior rendered by the private medical organizations in a month.

3. Implement in practice use since October 1, 2018 of the unified electronic register of persons which are under dispensary observation, including complex information on these persons, terms of stay in mental health facilities, the issued medicines, the rendered social services and the provided privileges, and also allowing to exercise control and to quickly obtain information on the state of affairs in this sphere.

To provide to the ministry of development of information technologies and communications together with the Ministry of Health of the Republic of Uzbekistan creation and start of the unified electronic register of persons which are under dispensary observation in the terms established by this Item, by fund of development of information and communication technologies.

4. Determine that since April 1, 2018 law-enforcement bodies without delay report in organizations of mental health service about each case of making of suicide actions.
