Requirements to anti-terrorist security of objects (territories) of the Federal Tax Service and organizations subordinated to it

I. General provisions

1. These requirements establish complex of the actions aimed at providing anti-terrorist security of objects (territories) the Federal Tax Service, its territorial authorities and the organizations subordinated to it (further - bodies (organizations), including questions of technical reinforcement of objects (territories), their categorization, control over the implementation of these requirements and development of the material safety data sheet of objects (territories).

2. For the purposes of these requirements objects (territories) are understood as complexes technologically and technically the buildings (structures, constructions) connected among themselves, systems and rooms, certain buildings (structures, constructions) and the territory adjoining to them, and also parts of the building (structure, construction) which owners are bodies (organizations).

3. These requirements do not extend:

a) on objects (territories) which are subject to obligatory protection by troops of national guard of the Russian Federation;

b) on the important state objects, particular loads, constructions on communications which are subject to protection by troops of national guard of the Russian Federation regarding their equipment technical means of protection, procedure for control of the equipment and operation of the specified technical means of protection;

c) on objects (territories), requirements to which anti-terrorist security are approved by other acts of the Government of the Russian Federation.

4. Actions for ensuring anti-terrorist security of objects (territories) will be organized by heads of bodies (organizations) which are owners of objects (territories).

5. Responsibility for ensuring anti-terrorist security of objects (territories) is conferred on heads of bodies (organizations) which are owners of objects (territories) and also on the officials performing direct management of activities of workers on objects (territories) (further - the head of object).

II. Categorization of objects (territories)

6. For determination of package of measures, the objects (territories) aimed at providing anti-terrorist security, commission examination and categorization of objects (territories) is conducted.

Categorization of objects (territories) is performed taking into account the degree of threat to making on them to act of terrorism, scale of possible effects of making of act of terrorism, assessment of condition of security of objects (territories), the importance of objects (territories) for infrastructure and life support, and also taking into account degree of potential danger of objects (territories).

7. For carrying out inspection and categorization of object (territory) according to the decision of the head of the body (organization) which is the owner of object (territory) the commission on inspection and categorization of object (territory) is created (further - the commission):

a) concerning the functioning (operated) object (territory) - within 30 days from the date of approval of these requirements;

b) when commissioning new object (territory) - within 30 days from the date of the end of actions for its commissioning.

8. The term of work of the commission is determined by the head of the body (organization) which is the owner of object (territory) who appointed the commission depending on complexity of object (territory) and constitutes no more than 30 working days.

9. The commissions are included representatives of the body (organization) which is the owner of object (territory), workers of object (territory), and also representatives of territorial authority of safety, territorial authority of the Federal Service of troops of national guard of the Russian Federation or division of private security of troops of national guard of the Russian Federation in the location of object (territory) (under approval).

The commissions can be involved experts from number of persons employed of the specialized organizations having the right to perform examination of safety of objects (territories).
