Chapter 1. General provisions

Article 1. Purpose of this Law

The purpose of this Law is regulation of activities of Service of state security of the Republic of Uzbekistan (further - Service of state security).

Article 2. Main objectives of Service of state security

The main objectives of Service of state security are protection of the constitutional system, sovereignty, territorial integrity and other state interests of the Republic of Uzbekistan against external and internal threats, strengthening of legality and ensuring rule of law, and also the prevention, identification and suppression of the offenses carried to powers of Service of state security.

Article 3. Legislation on Service of state security

The legislation on Service of state security consists of this Law and other acts of the legislation.

Article 4. Basic concepts

In this Law the following basic concepts are applied:

state security - the condition of security of the constitutional system, sovereignty, territorial integrity and other state interests of the Republic of Uzbekistan from external and internal threats providing it sustainable development and realization of constitutional rights and freedoms of citizens;

state interests (state interests of the Republic of Uzbekistan) - conscious requirements of the state for ensuring rule of law, safety and stability for society, protection of the constitutional system, sovereignty, territorial integrity of the Republic of Uzbekistan against external and internal threats;

counterintelligence activities - the activities directed to the prevention, identification and suppression of intelligence, diversionary, subversive and other destructive activities of foreign states, the international and foreign organizations, groups and individuals causing or able to do harm to state interests and safety;

intelligence activities - the activities directed to getting and information processing, the real challenges, risks and threats proceeding from special services of foreign states, the organizations, groups and individuals and also rendering assistance in the implementation of measures for ensuring state security infringing on state interests, reflecting and to promotion of state interests.

Article 5. Legal status and main activities of Service of state security

The service of state security is specially authorized state body performing the activities special means, forms and by methods for the purpose of ensuring state security.

The service of state security realizes single state policy in the field of ensuring state security and within the powers performs activities for the following main directions:

ensuring state security and protection of state interests of the Republic of Uzbekistan against external and internal threats, strengthening of legality and rule of law, the prevention, identification and suppression of offenses in this sphere;

implementation of intelligence and counterintelligence activities according to the prevention, identification and suppression of infringement of the constitutional system, sovereignty and territorial integrity of the Republic of Uzbekistan;

protection and protection of Frontier of the Republic of Uzbekistan;

barrier of Armed Forces and defense industry complex of the Republic of Uzbekistan from challenges, risks and threats of state security, participation in realization of strategic initiatives on strengthening of defense capability of the country;

fight against terrorism, extremism, organized crime, arms trafficking, drugs and psychotropic substances;
