About cooperation in the field of agricultural industry

The Ministry of Agriculture and Food of the Republic of Belarus and the Ministry of Agriculture of the Republic of Tajikistan which are hereinafter referred to as with the Parties

aiming at cooperation increase in the field of agricultural industry and development of the rural zone taking into account the available capacity of the Parties,

expressing intention to deepen cooperation between the Parties,

wishing to create favorable conditions for development of scientific and technical and economic cooperation in the field of agricultural industry and development of the rural zone,

agreed as follows:

Article 1

The parties within the competence and according to national legal systems render development assistance of cooperation between the subjects of managing of the Republic of Belarus and the Republic of Tajikistan performing activities in the field of agricultural industry.

Article 2

The parties develop cooperation in the following directions:

crop production;

livestock production;

mechanization of agricultural production;

production of seeds;

innovative technologies in agricultural industry;

land reclamation, land use planning, research of the soil and irrigating system;

scientific and research activities in the field of agricultural industry;

phytosanitary and veterinary control.

Article 3

The cooperation between the Parties is performed within their competence and according to national legal systems of the states of the Parties in the following forms:

exchange of information and technical documentation;

exchange of experts and work experience;

implementation of new technologies in production of livestock and crop products;

support to creation of joint businesses;

organization and holding fairs, exhibitions, seminars, conferences, symposiums.

Article 4

The parties, adhering to the obligations following from the existing international treaties concerning veterinary science, quarantine and protection of plants which participants they are will enhance cooperation in the field.

Article 5

For the purpose of effective implementation of this agreement, the Party will hold as necessary meetings at the level of authorized representatives from both Parties for coordination and implementation of the joint operations which are of mutual interest.

Article 6

The procedure for financing of actions of this Agreement is determined by mutual consent of the Parties within national legal systems.

Article 7

All matters of argument connected with interpretation and application of provisions of this agreement will be solved by negotiations and consultations between the Parties.

By mutual consent of the Parties changes and additions which are drawn up by the separate protocols which are its integral part can be made to this agreement and become effective according to the procedure, stipulated in Article the 10th this agreement.

Article 8

Within implementation of this agreement by mutual consent of the Parties contracts and agreements on specific projects for which this agreement will form basis can be signed.

Article 9

Provisions of this agreement are applied in the part which is not contradicting other international treaties and the international obligations of the Parties.

Article 10

This agreement becomes effective from the date of obtaining through diplomatic channels of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.

This agreement is signed for five-year term. Operation of the Agreement is automatically prolonged for the subsequent five-year periods if any of the Parties not later than 6 (six) months before the expiration of its action does not notify other Party in writing through diplomatic channels about the intention to terminate this agreement.

Cancellation of this agreement does not influence implementation of projects which implementation is begun before cancellation of this agreement.

It is made in the city of Minsk on December 1, 2017 in duplicate, everyone in the Russian and Tajik languages, and all texts are equally authoritative.
