1. Approve the enclosed list of the guaranteed amount of free medical care for 2006-2007.

2. To the Ministry of Health of the Republic of Kazakhstan, akims of areas, cities of Astana and Almaty to provide provision of the guaranteed amount of free medical care to citizens of the Republic of Kazakhstan.

3. This resolution becomes effective since January 1, 2006 and is subject to publication.

1. General provisions

1. The list of the guaranteed amount of free medical care (further - the list of GOBMP) determines types, amounts and conditions of delivery of health care, the Republic of Kazakhstan provided to citizens and oralmans (further - citizens) at the expense of means of the government budget, and includes the medical services having the greatest proved efficiency.

2. The list of GOBMP provided to foreigners and stateless persons includes delivery of health care according to the emergency indications, and also in case of the diseases constituting danger to people around if other is not provided by the international treaties ratified by the Republic of Kazakhstan.

3. The medical services which are not entering the list of GOBMP are paid for the account:

1) own means of the population;

2) means of the employer;

3) systems of voluntary medical insurance;

4) other sources which are not forbidden by the legislation of the Republic of Kazakhstan.

4. GOBMP appears to citizens in forms of emergency medical service, sanitary aircraft, out-patient and polyclinic, stationary and hospital-replacing medical care.

The list of GOBMP in the form of emergency medical service does not include planned treatment and planned transportation of patients, the pregnant women who are not needing the emergency hospitalization and also accomplishment of appointments of doctors of the out-patient and polyclinic organizations, implementation judicial and narcological and other types of medical examination issue of leaves of disability and the conclusions.

3. The list of GOBMP provided in the form of the out-patient and polyclinic help

12. Preventive services include:

1) routine inspections of women aged from 15 up to 49 years inclusive, children of dekretirovanny age up to 18 years and separate national groups according to the procedure established by authorized body;

2) vaccination against infectious and parasitic diseases according to the list approved by the Government of the Republic of Kazakhstan;

3) sanitary and hygienic, anti-epidemic actions and prevention of diseases, including:

epidemiological and sanitary and hygienic inspection of the centers of infection and adverse factors of external environment, and also measure for their localization or reduction of impact;

informing the population and business entities about sanitary and epidemiologic situation and results of sanitary and epidemiologic monitoring of the territory;

4) explanatory work on safe water supply and balanced diet of the population;

5) actions for forming of healthy lifestyle, including prevention of behavioural risk factors in case of the main diseases;

6) explanatory work on planning of family and protection of reproductive health;

13. Diagnostic services include:

1) in case of routine inspection of the national groups specified in the subitem 1) of Item 12 of this list;

survey of the specialist of PHC, stomatologist, obstetrician-gynecologist, surgeon, ophthalmologist, and also other profile specialists in the direction of the specialist of PHC;

laboratory researches: general blood test (determination of quantity of leukocytes, hemoglobin, speed of subsidence of erythrocytes), the general analysis of urine, koprogramma, determination of glucose in blood and urine, determination in blood of asparaginovy and alaninovy aminotransferase, urea, the analysis of phlegm, microreaction to syphilis, vaginal dab and dab on onkotsitologiya at women, urethral dab - according to indications;

tool researches: electrocardiography at persons 40 years are more senior, measurement of intraocular pressure at persons is more senior than 40 years, mammography at women from 35 to 49 years, fluorography;

2) in case of medical examination of the citizens staying on the registry on disease:
