On regulation of debts in the field of compulsory national social insurance

Being guided by Item 16 of part I of article 94 of the Constitution of the Azerbaijan Republic, Millie decides Majlis of the Azerbaijan Republic:

Article 1. Regulation of the debts which arose till January 1, 2006 on fees on compulsory national social insurance

The debts of insurers which are available in accounting system of relevant organ of the executive authority on fees on compulsory national social insurance, arose for January 1, 2006 and unpaid till April 1, 2018 are in full written off.

Article 2. Regulation of the debts which arose till January 1, 2015 according to the financial sanctions (the added penalty fee) applied for abuse of regulations of compulsory national social insurance

The debts of insurers which are available in accounting system of relevant organ of the executive authority according to the financial sanctions (the added penalty fee) applied for abuse of regulations of compulsory national social insurance, arose till January 1, 2015 and unpaid till April 1, 2018 are in full written off.

Article 3. Regulation of the debts which arose from January 1, 2015 to April 1, 2018 according to the financial sanctions (the added penalty fee) applied for abuse of regulations of compulsory national social insurance

3.0. Regulation of debts of the insurers who are available in accounting system of relevant organ of the executive authority and arose from January 1, 2015 to April 1, 2018 according to the financial sanctions (the added penalty fee) applied for abuse of regulations of compulsory national social insurance is performed in the following procedure taking into account article 2 of this Law:

3.0.1. in case of payment by insurers within April-May, 2018 of 10 percent of these financial sanctions (the added penalty fee) 90 percent of unpaid financial sanctions (the added penalty fee) are written off;

3.0.2. in case of payment by insurers within April-July, 2018 of 30 percent of these financial sanctions (the added penalty fee) 70 percent of unpaid financial sanctions (the added penalty fee) are written off;

3.0.3. in case of payment by insurers within April-September, 2018 of 50 percent of these financial sanctions (the added penalty fee) 50 percent of unpaid financial sanctions (the added penalty fee) are written off.

Article 4. Final provision

Articles 1, 2 and 3 presents of the Law extend also to the remaining balance of debts which is not paid for April 1, 2018, but concerning payment of which the court order is accepted.

Article 5. The introduction of the Law in force

This Law becomes effective since April 1, 2018.
