About some questions of payment of immediate state monetary compensation to the citizens who were injured owing to nuclear testing on the Semipalatinsk test nuclear test site and issues of certificates to them

1. Approve the enclosed Rules of registration of the citizens who were injured owing to nuclear testing on the Semipalatinsk test nuclear test site, payments of immediate state monetary compensation to them, the certifications confirming the right to privileges and compensations (further - Rules).

2. To provide to the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan payment of immediate state monetary compensation (further - compensation):

1) to the pensioners, receivers of the public social benefits who were injured owing to nuclear testing on the Semipalatinsk test nuclear test site;

2) to the working and unemployed citizens living and living from 1949 to 1990 in zones of radiation risk and in the territory with the preferential social and economic status.

3. To "People's Savings Bank of Kazakhstan" joint-stock company (under approval):

To transfer 1) till March 1, 2006 to akims of areas (cities):

the register of the existing off-balance special accounts of citizens on which it is not made or compensation payment, with indication of surname, name, middle name of the investor, birth date, compensation amount is partially made;

the register of the closed off-balance special accounts of citizens on which compensation payment, with indication of surname, name, middle name of the investor, birth date, the amount and date of the paid compensation is completely made;
