1. Approve the enclosed Rules of provision to the banks of the second level and the organizations performing separate types of banking activities, information on taxpayers, including the physical persons staying on the registration registry as the individual entrepreneur or person who is engaged in private practice.

2. Declare invalid the order of the Minister of Finance of the Republic of Kazakhstan of December 18, 2015 No. 666 "About approval of Rules of provision to the banks and the organizations performing separate types of banking activities, information on taxpayers, including the physical persons staying on the registration registry as the individual entrepreneur, the private notary, the private legal executive, the lawyer, professional mediator" (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan at No. 12718, published on January 19, 2016 in information system of law of Ad_let).

3. To committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (Tengebayev A. M.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Finance of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules of provision to the banks of the second level and the organizations performing separate types of banking activities, information on taxpayers, including the physical persons staying on the registration registry as the individual entrepreneur or person who is engaged in private practice (further - Rules), are developed according to the subitem 1) of article 24 of the Code of the Republic of Kazakhstan "About taxes and other obligatory payments in the budget" (Tax code) and determine procedure for provision by banks of the second level and the organizations performing separate types of banking activities (further - banks), information on taxpayers, including the physical persons staying on the registration registry as the individual entrepreneur or person who is engaged in private practice (further - Information).

Chapter 2. Procedure for provision of Information

2. The committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (further - authorized body) provides in banks Information for the purpose of execution by banks of the obligations provided by subitems 1), 4), 6), 8), 11), 13) and 15) of article 24 of the Tax Code.

3. Initial unloading of Information is made by authorized body by unloading of registration these taxpayers for banks, including the physical persons staying on the registration registry as the individual entrepreneur or person who is engaged in private practice (further - taxpayers), from the integrated taxation information system of the Republic of Kazakhstan (further - INIS RK) in TAB the inis_RegData.tab file according to the description of information of authorized body according to appendix 1 to these rules without reflection like processing of record and is provided to banks under the delivery-acceptance certificate of registration these taxpayers (further - the delivery-acceptance certificate) which is signed by responsible officials of authorized body and bank.

Initial unloading of Information is provided based on the written request by proxy of bank on the responsible official.

For the purpose of execution by banks of the obligation provided by the paragraph the fourth the subitem 15) of article 24 of the Tax Code, information on the taxpayers having tax debt, debt on social payments is provided by authorized body in banks by means of electronic interaction and (or) by unloading of the list of such taxpayers from the database of authorized body.
