About the organization of special training courses for retraining and advanced training of personnel in the field of strengthening of institute of family

According to the Presidential decree of the Republic of Uzbekistan of February 2, 2018 the No. UP-5325 "About Measures for Radical Enhancement of Activities in the field of Support of Women and Strengthening of Institute of Family" Cabinet of Ministers decides:

1. Take into consideration that according to the Presidential decree of the Republic of Uzbekistan of February 2, 2018 No. UP-5325 "About Measures for Radical Enhancement of Activities in the field of Support of Women and Strengthening of Institute of Family":

managements of the Scientific and practical research center "Oila" of the Republic of Karakalpakstan, areas and the city of Tashkent will organize special training courses on retraining and advanced training of personnel in the field of training of youth for family life, training in legal and psychological basis of permission of conflict situations in family, preventions of stains, and also to other questions connected with strengthening of spiritual and moral values in families (further - special training courses);

on special training courses retraining and advanced training are performed on the basis of the training programs developed and approved by the Oila Center together with Committee of women of Uzbekistan, the Ministry of Health, the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan.

2. Approve Regulations on the organization of special training courses for retraining and advanced training of personnel in the field of strengthening of institute of family according to appendix.

3. Determine the main objectives of special training courses:

the organization of retraining and advanced training of personnel in the field of training of youth for family life, training in their legal and psychological basis of permission of conflict situations in family and preventions of stains, and also to the questions connected with strengthening of spiritual and moral values in family;

strengthening of institute of family, reproductive health and ensuring demographic development of family, growth in prosperity and wellbeing of family;

strengthening of relations between spouses, parents and children, spouses and their parents, promotion and implementation in the society of model of modern model family and the constitutional principle "Family is under protection of society and state";

participation in determination of criteria of modern model family, studying of problems of development of modern family, intra family, interpersonal relations, rich cultural historical heritage and traditional family values;

studying of the legislation of the Republic of Uzbekistan and the international experience in the field of the family and marriage relations;

development of institute of family and implementation of its modern model.

4. Determine that:

the educational and methodical management and monitoring of carrying out special training courses is performed by the Scientific and practical research center "Oila" under the Cabinet of Ministers of the Republic of Uzbekistan (further - the Oila center);

special training courses are directed to retraining and advanced training of employees of the Oila center, committees of women and bodies of civil registration, and also advanced training of employees of other organizations performing activities in the field of strengthening of institute of family;

forming of the contingent and the schedule of retraining and advanced training of listeners of special training courses is performed by managements of the Oila center in coordination with the Oila center;

for carrying out studies on special training courses employees of the lead educational, research and scientific institutions, and also experts specialists on the terms of hourly pay of work are attracted;

for the listeners included in the approved schedule of retraining and advanced training and directed to training on special training courses for training the average salary on principle place of employment remains;

expenses on one-time journey to the place of training and back at the expense of the sending party in accordance with the established procedure are refunded to the listeners directed to advanced training on special training courses;

financing of the expenses connected with the organization and carrying out special training courses, including expenses on compensation of the studies of specialists attracted to carrying out, acquisition of training, distributing materials and office supplies for listeners of special training courses, is performed at the expense of means of Public fund for support of women and family, and also other sources which are not prohibited by the legislation;

for the organization of special training courses rooms and audiences in medical professional colleges of the Republic of Karakalpakstan, areas and the city of Tashkent on the right of free use, and also without compensation of the corresponding utility and operating expenses are allocated to managements of the Oila center.

5. To provide to the Ministry of Health of the Republic of Uzbekistan together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent according to requests of managements of the Oila center till May 1, 2018 allocation of necessary rooms in medical professional colleges for the organization and carrying out special training courses.

6. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent according to requests of managements of the Oila center:

if necessary to carry out rescue and recovery operations in the rooms and audiences allocated for the organization of special training courses and also to equip them with necessary furniture, stock, the computer equipment and technical means of training at the expense of means of Public fund for support of women and family, and also other sources which are not prohibited by the legislation;

provide allocation of places in hostels of educational institutions for listeners of special training courses.

7. To the Oila center:

in a month together with Committee of women of Uzbekistan, the Ministry of Health, the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan to develop and approve curricula and programs for retraining and advanced training on special training courses and to provide their permanent updating;

together with the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan to provide attraction for carrying out studies on special training courses of the highly skilled faculty of the highest educational institutions;

together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to provide the organization of educational process on special training courses with use of modern forms and training methods, the advanced pedagogical, information and communication and innovative technologies.
