The government of the Russian Federation decides:

1. Approve the enclosed Rules of provision of subsidies to the Russian companies on compensation of part of costs for projects implementation on creation of network of the aviation service centers giving support on system 24/365 at the global level and also suppliers and aircraft manufacturers on compensation of part of costs for forming of initial warehouse of spare parts of buyers of aircrafts, ensuring land servicing with means, retraining of aviation personnel for the aircrafts of new type delivered in 2013 - 2022.

2. Recognize invalid:

the order of the Government of the Russian Federation of July 23, 2015 No. 745 "About approval of Rules of provision of subsidies to aircraft manufacturers on compensation of part of costs for forming of initial warehouse of spare parts of buyers of aircrafts, ensuring land servicing with means, retraining of aviation personnel for the aircrafts of new type delivered in 2016 - 2022" (The Russian Federation Code, 2015, No. 30, the Art. 4610);

1. These rules establish the purposes, conditions and procedure for provision of subsidies to the Russian companies on compensation of part of costs for projects implementation on creation of network of the aviation service centers giving support on system 24/365 at the global level and also suppliers and aircraft manufacturers on compensation of part of costs for forming of initial warehouse of spare parts of buyers of aircrafts, ensuring land servicing with means, retraining of aviation personnel for the aircrafts of new type delivered in 2013 - 2022 (further respectively - subsidy for compensation of costs, subsidy for cost recovery).

2. The subsidy for compensation of costs and subsidy for cost recovery (further - subsidies) are provided to the Russian companies within subprogrammes "Aircraft construction" and "Complex development of industry" of the state program of the Russian Federation "Development of the aviation industry for 2013 - 2025" for the purpose of increase in competitiveness of aircrafts of new type in the internal and external markets due to creation of the developed network of after-sale service providing their uninterrupted operation.

3. The concepts used in these rules mean the following:

a) "project" - the complex of the interconnected actions directed to creation of system of ensuring uninterrupted operation of the aircrafts of new type delivered on the internal and external markets limited in time, including:

creation of the distributed logistic system giving opportunity of timely providing the Russian and foreign aviation companies operating aircrafts of new type (further - operators), spare parts and means of land servicing by their replacement and (or) sale;

creation of the system of warehousing giving opportunity of timely providing operators with spare parts and means of land servicing by their replacement and (or) sale;

maintenance and repair of the aircraft equipment;

retraining of aviation personnel of the operator;

b) "the Russian company" - aircraft manufacturer of new type, the supplier of aircrafts of new type or the aviation service center;

c) "aircraft manufacturer of new type" - the Russian legal entity who is performing serial production of aircrafts of new type in the territory of the Russian Federation and having the license for development, production, testing and repair of the aircraft equipment;

d) "the aviation service center" - the Russian legal entity performing activities for providing operators with spare parts and means of land servicing, and (or) maintenance and repair of the aircraft equipment, and (or) retraining of aviation personnel of operators;

e) "aircraft of new type":

the plane with a passenger capacity from 85 to 135 people and (or) with the maximum take-off weight from 45 to 56 tons (its modification) or with a passenger capacity from 135 to 211 people and (or) with the maximum take-off weight from 65 to 80 tons (its modification), the certificate of type made in the territory of the Russian Federation, concerning which is issued not earlier than January 1, 2011;
