Chapter 1. General provisions

Article 1. Subject of regulation of this Law

1. This Law regulates in authorized body of public administration in the field of internal affairs and acting in its subordination, the basic principles of activities of the Rescue service performing tasks in spheres of emergency situations and civil defense, and feature of the Rescue service as separate type of public service.

Article 2. The basic concepts used in this Law

In this Law the following basic concepts are used:

special rescue group - specialized division for realization of rescue operations of certain complexity;

special fire crew - specialized division for accomplishment of fire extinguishing of certain complexity;

rescue and fire fighting group - the division provided for rescue and fire operations.

Article 3. Legal regulation of activities of the Rescue service

1. Activities of the Rescue service are regulated by the Constitution of the Republic of Armenia, international treaties of the Republic of Armenia, this Law, the Law "About Public Service", the Law "About Civil Service", other laws and legal acts of the Republic of Armenia.

2. The questions concerning employment relationships of rescue employees which are not adjusted by this Law are regulated by the laws "About Civil Service" and "About Public Service".

3. If these relations are not adjusted by the legal acts established by part 2 of this Article they are regulated by the labor law of the Republic of Armenia.

4. The other relations following from system of respectability of rescue employees and these legal adjustments which are obligatory for rescue employees are regulated by the Law "About Public Service".

Chapter 2. System of rescue service, its task, basic principles of activities

Article 4. Rescue service

The rescue service performs measures for prevention, minimization and liquidation of possible effects of emergency situations, functions of civil defense, protection of the population and economic units (territories) during emergency situations and warlike situation, and also rescue, emergency, urgent emergency recovery operations, fire extinguishing and other types of activity.

Article 5. Powers of Service of rescuing

1. Service of rescuing:

1) the Service of rescuing in emergency situations and during warlike situation performs rescuing of life and health protection of people;

2) participates in defense of the Republic of Armenia;

3) within the powers participates in fight against diversionary and prospecting groups of the opponent fighting operate on the border territories of the Republic of Armenia, protection of the population against effects also use of weapons, protection of piping, bridges and other objects of the extreme importance;

4) performs single state policy in spheres of civil defense and protection of the population in emergency situations;

8) performs the organization of humanitarian response;

9) creation and accumulating of financial, food, medical and other material inventories, funds for the purpose of assistance to victims in emergency situations and during warlike situation performs, ensuring their target use;

10) participates in the organization of training of the population for the main questions of protection of the population in emergency situations and civil defense;

11) renders the state fire-proof services;

12) is carried out by studying of the phenomena causing emergency situations will organize and performs actions for the prevention of emergency situations and mitigation of consequences;

13) will be organized by implementation of state programs according to the prevention of the emergency situations and mitigation of consequences developed together with state bodies and local self-government, the organizations;

14) represents to the head of authorized body of public administration in the field of internal affairs (further – Authorized body) offers on complete or partial involvement of plans for civil defense and protection of the population in emergency situations;

15) is performed by ensuring coordination of the actions performed in emergency situations by local government bodies, the organizations and also attraction to the performed actions of authorized bodies according to plans of interactions;

16) develops offers on financing of actions of civil defense and elimination of emergency situations;

17) is performed by accounting of the exit fire-proof equipment of fire services of local government bodies, organizations, joins according to the procedure, established by the legislation of the Republic of Armenia, in rescue, rescue, pozharotushitelny and urgent emergency recovery operations;

18) develops programs of implementation of actions for the prevention of emergency situations, decrease and liquidation of their possible effects, protection of the population in emergency situations and civil defense;

19) together with other state bodies participates in development of concepts in the field of the environment in connection with emergency situations;

20) performs coordination of activities of rescue forces and fire-proof divisions and forming;

21) performs preparation of state bodies and local government bodies, organizations, officials, rescue forces, fire-proof divisions and forming on the main questions of civil defense and protection of the population in emergency situations;

22) performs certification of rescuers, fire-proof divisions and rescue forming;

23) participates in scientific and technical and project works;

24) develops offers on procedure for accumulating and use of foodstuff, medical and other material means, inventories for the purpose of ensuring the operational help to the population in emergency situations and represents them to the head of Authorized body;

Receives 25) for the purpose of providing actions for the prevention and prevention of emergency situations from state bodies and local self-government, the organizations (irrespective of form of business) reliable information, implementation of administrative statistic reports (questionnaires, reference books), maintaining administrative statistical registers on the basis of collected data and information performs;

26) participates in development of mobilization programs and plans of economy concerning civil defense;

30) will agree with the General Staff of Armed forces on issues of action of service during war and mobilization readiness;

31) participates in opposition to armed attack to the Republic of Armenia;

32) within the competences participates in development of social and economic programs in spheres of protection of the population in emergency situations and civil defense;

33) participates in examination and approval of safety certificates of the organizations;

34) will be organized by activities for protection of the state secret in works on the prevention and prevention of emergency situations;

35) is performed by international cooperation in spheres of protection of the population in emergency situations and civil defense;

36) the notification of governing bodies and the population concerning civil defense, protection of the population in emergency situations and provision by it will organize information rendered to the organizations of services in fire-proof protection and rescue and fire fighting services.

Article 6. Basic principles of activities of the Rescue service

The basic principles of activities of the Rescue service are:

a) priority of providing life and human health;

b) publicity of questions of protection of the population and civil defense in emergency situations;

c) integrated approach to reducing effects of emergency situations, and also organization of events on ensuring normal functioning of all levels of system of protection of the population in case of liquidation of these effects;

d) implementation only the checked actions ensuring technical safety for exception of emergence of emergency situations;
