About the State program on fostering patriotism and strengthening of national mentality of youth of Tajikistan for 2018-2022

1. Approve the State program on fostering patriotism and strengthening of national mentality of youth of Tajikistan for 2018-2022 and funding plan of its actions (appendices 1 and 2).

2. Provide financing of the actions plan of the program for 2018 at the expense of the means of the government budget provided for Committee on cases of youth and sport under the Government of the Republic of Tajikistan, relevant ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, city of Dushanbe, cities and areas.

3. Determine Committee on cases of youth and sport under the Government of the Republic of Tajikistan the coordinator of the State program on fostering patriotism and strengthening of national mentality of youth of Tajikistan for 2018-2022 and annually till December to provide information in the Government of the Republic of Tajikistan on results of program implementation.

4. To the Ministry of Finance of the Republic of Tajikistan to provide separately the expenses connected with implementation of the actions plan of the program taking into account the actual opportunities of the government budget for 2019-2022.

5. To the relevant ministries and departments to develop and realize according to established procedure industry programs for fostering patriotism and strengthening of national mentality of youth, and executive bodies of the government of the Gorno-Badakhshan Autonomous Region, Sughd and Khatlon areas, the city of Dushanbe, the cities and areas of republican subordination local programs for fostering patriotism and strengthening of national mentality of youth.

1. General provisions

The state program on fostering patriotism and strengthening of national mentality of youth of Tajikistan for 2018-2022 (further - the program) is developed for determination of the purposes, priorities and measures for moral and physical training of youth, development of patriotism and love for the country, preserving the younger generation from modern threats and extremist promotion.

2. The program is based on regulations of the Constitution of the Republic of Tajikistan, determines the purposes, priorities and measures for fostering patriotism and strengthenings of national mentality of youth of Tajikistan.

3. Forming of the democratic and constitutional state provides further development of human rights and freedoms taking into account increase in level of responsibility in all spheres of life of society. In view of these factors it is reasonable to strengthen role of society in training and education of youth, promotion of the main national ideas, love for the country, national advantage and to create favorable conditions for strengthening of base of legal, political and cultural education of youth.

4. Regular measures of the Government of the Republic of Tajikistan for implementation of the state youth policy play the leading and effective role in the course of creation of the independent, democratic and unitary state and in complete forming of the identity of youth in society. In particular, acceptance and implementation of the Law of the Republic of Tajikistan "About youth and youth policy", the National concept of youth policy of Tajikistan, the Strategy of the state youth policy in the Republic of Tajikistan till 2020 and the National program of social development of youth in the Republic of Tajikistan achieved considerable success in the direction of realization of the state youth policy of Tajikistan.

5. Development and approval of the program puts strong basis in the field of moral and physical training of youth, development of feelings of patriotism and love for the country, homeland security, strengthening of independence and prosperity of the Homeland, protection of the younger generation against modern threats, extremist promotion, national and religious irreconcilability, prevention of the extremist phenomena and religionism among youth.

6. At the same time, implementation of this program will promote expansion of consciousness, commitment to the Homeland, national advantage and creation of conditions for strengthening of base of legal, political and cultural education of youth.

7. Within the developed program, promotion of the main national ideas, such as fidelity to the Homeland, pride of glorious past, preserving national values and achievements of independence, creation of the developed and civilized civil society among youth and observance of these tasks will be performed.

8. Each country of the world for development and strengthening of statehood, the authority and high reputation, relies first of all on wisdom, force of revival and creation of young people and connects the bright future with them.

9. At new stage of economic and social development of the country, attraction of potential of youth, in realization of creative tasks of the Government is especially very important. This creative and driving force of society is created today of the majority of the population of Tajikistan which ensures the state and public security, protecting bravely and courageously borders of our ancient earth.

10. Today more than 87 percent of young people with high sense of patriotism and high national advantage serve in country armed forces to the Homeland, the people of Tajikistan and are worthy parents and the people of our favourite Homeland.

11. So, education process amplifies every year, the attention and emphasis on youth constantly increases. By the government of the country it is adopted number of industry programs and in its framework responsibility of state bodies in realization of important and timely measures is doubled.

12. Fostering patriotism and strengthening of national mentality of youth is one of the integral components of training process and directs youth to way to commitment to the Homeland, respect of national values, consciousness and the civil responsibility. Worldwide young people - are acknowledged as powerful force and defenders of the Homeland.
