1. These rules of preparation, retraining and advanced training of government employees, requirements to the organizations of education performing advanced training of government employees (further - Rules), are developed according to item 4 of article 34 of the Law of the Republic of Kazakhstan "About public service of the Republic of Kazakhstan" (further - the Law) and determine procedure for preparation by programs of postgraduate education, retraining and advanced training of government employees for the programs of additional education in the organizations of education provided by these rules and also requirements to the organizations of education performing advanced training of government employees.
2. Training of government employees is performed on the basis of the state educational order in the direction of state body in Academy of public administration in case of the President of the Republic of Kazakhstan (further - Academy of public administration) and Academies of justice under the Supreme Court of the Republic of Kazakhstan (further - Academy of justice).
The term of training in programs of postgraduate education and procedure for revenues to training are determined by the Regulations of Admission to training approved by the organizations of education and also according to the current legislation of the Republic of Kazakhstan.
Within the state order according to programs of postgraduate education have the right to study government employees.
Government employees taking into account the cumulative terms of training and the subsequent working off which are not going beyond the retirement age established by the legislation at the time of submission of documents, and also occupation them permanent established post in state body are allowed to participation in tender on training within the state educational order in programs of postgraduate education.
In case of the direction by state body of the government employee on training within the state order in programs of postgraduate education, it is granted leave non-paid and behind it the place of employment (position) remains.
The government employee incurs the obligation on completion of training within the state order in programs of postgraduate education for the direction of state body, including receipt of degree for the appropriate program of postgraduate education.
The document confirming complete development of the professional educational program of postgraduate education is issued to the government employees who successfully finished training.
3. Retraining of the persons which for the first time arrived on classified public service of the case "B" or appointed for the first time to the leading managerial position of the case "B" is performed in Academy of public administration and its branches (further - branches).
4. In Academy of public administration there undergo retraining government employees of the case "B" of groups of categories "A", "B", categories C-1, C-2, C-3, C-4, C-5, C-O-1, C-O-2, D-1, D-2, D-O-1, E-1, and also government employees of local executive bodies, territorial subdivisions of the central executive and central state bodies located in the city of Astana.
In branches of Academy of public administration there undergo retraining government employees of the case "B" of categories D-3, D-4, D-5, C-O-3, C-O-4, C-O-5, C-O-6, C-R-1, C-R-2, C-R-3, C-R-4, C-R-5, D-O-2, D-O-3, D-O-4, D-O-5, D-O-6, D-R-1, D-R-2, D-R-3, D-R-4, D-R-5, E-2, E-3, E-4, E-5, E-R-1, E-R-2, E-R-3, E-R-4, E-R-5, E-G-1, E-G-2, E-G-3, E-G-4.
4-1. Training in the Head of New Formation program for political employees and special rates of retraining in case of appointment to executive positions is carried out to Academies of public administration and the autonomous organizations of education. The Head of New Formation program is developed by Academy of public administration together with the autonomous organization of education.
Special rates of retraining include the special training programs and training methods developed by Academy of public administration together with the autonomous organization of education for administrative government employees of the case "A", and also other categories of the government employees determined by authorized body for public service in coordination with Administration of the President of the Republic of Kazakhstan.
5. Government employees go for retraining no later than six months from the date of position assignment.
6. The government employees who for the first time arrived on classified public service of the case "B" undergo retraining in internal, online (in real time by means of Internet connection, webinars), the remote and/or combined (internal and remote) forms.
Persons who were earlier holding positions in law enforcement and special state bodies and also military personnel, dismissed from service on reaching age limit of condition on military service are exempted from retraining.
7. The government employees for the first time appointed to the leading managerial state position of the case "B" undergo retraining in internal and/or online (in real time by means of Internet connection, webinars) forms.
Persons having at least 1 (one) year of work experience on executive positions in the previous fields of activity in the quasi-public sector and/or on civil, military and law-enforcement service are exempted from retraining.
8. Duration of terms of retraining constitutes at least 120 class periods.
9. The document confirming completion of rates of retraining in paper and/or electronic type is issued to the government employees who successfully finished retraining.
