About measures for radical enhancement of system of public administration in the field of physical culture and sport

In the country measures for creation of necessary conditions and infrastructure for promoting of physical culture and sport, healthy lifestyle among the population, especially youth, ensuring worthy representation of the country on the international sports scene consistently are implemented.

At the same time, availability of number of system problems and shortcomings of the organization of physical culture and sport interferes with effective realization of state policy in the field and to full use of the available sports capacity of the country. In particular:

the first - lack of effective complete management system physical culture and sport, especially on places, does not allow to provide due coordination of activities of state bodies and other organizations in the field, promoting and promotion of healthy lifestyle;

the second - the concept of development of physical culture and sport in the country for the medium and long-term outlook with determination of specific objectives and target indicators as in the field of mass sport, and elite sport is not developed;

third - the low level of interaction on creation of modern sports material and technical resources and infrastructure on the terms of public-private partnership does not allow to solve effectively available problems with the non-state sector in this sphere;

the fourth - absence on places of effective and transparent system of selection (selection) of talented athletes from among youth does not allow to provide forming of sports reserve and training of high-class athletes for high-quality completion of national teams;

the fifth - the operating system of preparation, retraining and advanced training of sports personnel, especially managerial, does not provide fully requirements satisfaction in qualified specialists in the field of management of physical culture and sport;

the sixth - the irrational system of support of physical culture and sport oriented to development only of separate sports leaves indifferently development of other mass Olympic sports, first of all game and winter;

the seventh - lack of innovative researches and methodological developments, standards of training of the athletes and their medical maintenance meeting the modern requirements does not allow to provide establishing high-quality educational and training process;

the eighth - the effective mechanism of control, first of all internal, behind justification and objectivity of expenditure of the financial resources aimed at the development of physical culture and sport, providing rational use of financial resources and exception of abuses in this sphere is not created;

the ninth - is not arranged production of the high-quality domestic sports equipment and stock meeting international standards and also the efficient mechanism of support of such production is not provided.

For the purpose of radical enhancement of system of public administration in the field of physical culture and sport, broad promotion of healthy lifestyle among the population, especially youth, and also according to the tasks determined in the Strategy of actions by five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 and the Concept of administrative reform in the Republic of Uzbekistan:

1. Accept offers of the Ministry of tourism and sport (further - the Ministry), the Ministries of Finance, the State committee on tourism development, National Bank of foreign economic activity of the Republic of Uzbekistan, National Olympic Committee of Uzbekistan, khokimiyat of the city of Tashkent, sports federations (associations) about:

to transfer of the Center of scientific and methodical providing, retraining and advanced training of specialists in physical culture and sport under the Uzbek state institute of physical culture in maintaining the Ministry (further - the Center), having placed it to the address: the city of Tashkent, Shaykhantaursky district, Ulitsa Kukcha Darvoz, 27, and also creation of its branches in the cities of Nukus, Samarkand and Fergana;

formation of the Uzbek state university of physical culture and sport (further - University) based on the Uzbek state institute of physical culture;

creation in the capital region of the free economic zone "Sport" for the organization of activities of the modern companies for production of sportswear, stock and the equipment with involvement of the leading global manufacturers;

organization of honorary title "Honored worker of physical culture and sport of the Republic of Uzbekistan" (" Ўзбекистон Respublikasida хизмат кўрсатган zhismoniya tarbiya ва sport hody") appropriated to workers in the field of physical culture and sport and also to other persons having special merits in development and promoting of physical culture and sport, increase in the authority of the country on the international sports scene.
