1. Approve the enclosed regulations of the state service "The Certificate Granted according to the Agreement on International Carriages of Perishable Foodstuff and on the Special Vehicles Intended for These Transportations".

2. To provide to committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy on paper and electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printed publicity materials;

4) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2), 3) and 4) this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "The Certificate Granted according to the Agreement on International Carriages of Perishable Foodstuff and on the Special Vehicles Intended for These Transportations"

Chapter 1. General provisions

1. The state service "The Certificate Granted according to the Agreement on International Carriages of Perishable Foodstuff and on the Special Vehicles Intended for These Transportations" (further – the state service) appears the Ministry for Investments and Development of the Republic of Kazakhstan (further – the service provider) based on the standard of the state service "The Certificate Granted according to the Agreement on International Carriages of Perishable Foodstuff and on the Special Vehicles Intended for These Transportations" approved by the order of the Minister of investments and development of the Republic of Kazakhstan of September 27, 2017 No. 651 (it is registered in the Register of state registration of regulatory legal acts for No. 16015) (further – the Standard).

Reception of an application and issue of result of rendering the state service are performed through:

1) office of the service provider;

2) the web portal of "the electronic government" www.egov.kz, www.elicense.kz (further – the portal).

2. Form of rendering the state service: electronic and (or) paper.

3. Result of rendering the state service – the certificate granted according to the Agreement on international carriages of perishable foodstuff and on the special vehicles intended for these transportations on the form established according to the Agreement on international carriages of perishable foodstuff and on the special vehicles intended for these transportations (further – the certificate), or the motivated answer about refusal in rendering the state service (further – refusal) in case and on the basis, stipulated in Item 10 Standards.

Chapter 2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

4. The basis for the procedure (action) for rendering the state service is availability of the documents (further – the document) specified in Item 9 of the Standard.

5. Contents of each procedure (action) which is part of process of rendering the state service, duration of its accomplishment:

1) acceptance and document registration by the clerk of the service provider with assignment of serial number, date and the direction them in responsible structural division within 4 (four) hours;

2) the head of responsible structural division (further – the division manager) or in case of its absence, person fulfilling its duties determines the executive in charge within 4 (four) hours;

3) consideration by the executive in charge of documents on completeness within 2 (two) working days:

in case of incompleteness of documents of uslugopoluchatel, the service provider issues refusal in further review of the statement in subitem compliance 3) of item 4 of the Standard;

in case of compliance of documents of uslugopoluchatel to requirements, further review of documents within 5 (five) working days entering in time rendering the state service;

4) in case and on the basis, stipulated in Item 10 Standards issue to uslugopoluchatel by the executive in charge of refusal in provision of the state service within 5 (five) working days entering in time rendering the state service;

5) in case of adoption of the positive decision issue of the certificate within 7 (seven) working days entering in time rendering the state service;

6) departure by the clerk of the certificate to uslugopoluchatel purposely or by mail within 10 (ten) minutes.

6. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

acceptance and document registration of uslugopoluchatel, necessary for rendering the state service, in office of the service provider and their transfer for consideration to responsible structural division;

check on completeness of documents the executive in charge;
