About the Order of registration, suspensions, renewals and cancellation of declarations of conformity of products to requirements of technical regulations of the Eurasian Economic Union

For the purpose of realization of provisions of technical regulations of the Eurasian Economic Union (technical regulations of the Customs union) and according to article 18 of the Agreement on the Eurasian Economic Union of May 29, 2014 the Board of the Eurasian economic commission decided:

1. Approve the enclosed Order of registration, suspensions, renewals and cancellation of declarations of conformity of products to requirements of technical regulations of the Eurasian Economic Union.

2. Determine that the declarations of conformity to requirements of technical regulations of the Eurasian Economic Union (Customs union) registered to the introduction of this Decision in force are valid before the termination of term of their action.

3. Declare invalid the Decision of Board of the Eurasian economic commission of April 9, 2013 №76 "About approval of the Regulations on registration of declarations of conformity of products to requirements of technical regulations of the Customs union".

4. This Decision becomes effective since July 1, 2018.

Order of registration, suspensions, renewals and cancellation of declarations of conformity of products to requirements of technical regulations of the Eurasian Economic Union

1. This Procedure establishes rules of registration, suspension, renewal and cancellation of declarations of conformity of products to requirements of technical regulations of the Eurasian Economic Union (technical regulations of the Customs union) (further respectively - declarations of conformity, technical regulations, the Union).

2. The declaration of conformity constituted according to single form of the declaration of conformity to the requirements of the technical regulation of the Eurasian Economic Union and rules of its registration approved by the Decision of Board of the Eurasian economic commission of December 25, 2012 № 293, is subject to registration in the unified register of the issued certificates of conformity and the registered declarations of conformity (further - the unified register).

The declaration of conformity is considered registered from the moment of assignment of registration number by it.

3. Registration of the declaration of conformity is performed authorized on registration of declarations of conformity by bodies (organizations) of state members of the Union (further - state members), including accredited bodies on certification of state members which are included in the unified register of conformity assessment bodies of the Union and which area of accreditation extends to the declared products if it is stipulated by the legislation state members (further respectively - authorized bodies, certification bodies).

4. For registration of the declaration of conformity the applicant represents to authorized body (certification body) the declaration of conformity and documents and data, the stipulated in Item 5 presents attached to it About, in the form of electronic documents with use of the Internet or in document type is on paper direct, either mail and messenger service (courier), or the registered mail with the inventory of investment and the assurance of receipt if other is not established by the legislation of state member.

5. The following documents and data are attached to the declaration of conformity:

a) the application for registration of the declaration of conformity issued according to the procedure, established by the legislation of state member, signed by the applicant and containing the following data:

full name of the applicant, its location (the address of the legal entity) and the address (addresses) of the place of implementation of activities (if addresses differ) - for the legal entity or surname, name and middle name (in the presence), the residence and the address (addresses) of the place of implementation of activities (if addresses differ) - for the physical person registered as the individual entrepreneur, and also registration or accounting (individual, identification) number of the applicant assigned in case of state registration of the legal entity or physical person as the individual entrepreneur according to the legislation of state members, phone number and the e-mail address;

full name of the manufacturer of products, its location (the address of the legal entity) and the address (addresses) of the place of implementation of activities for production of products (if addresses differ) - for the legal entity and his branches which make products or surname, name and middle name (in the presence), the residence and the address (addresses) of the place of implementation of activities for production of products (if addresses differ) - for the physical person registered as the individual entrepreneur;

the name and designation of products (in the cases provided by the technical regulation) and (or) other symbol appropriated by the manufacturer of products (in the presence);

the name of products (in the cases provided by the technical regulation) (in the presence);

conditions and storage duration of products (in the cases provided by technical regulations, regulating documents, documents on standardization and technical documentation of the manufacturer);

service life (validity) or resource of products (in the cases provided by technical regulations, regulating documents, documents on standardization and technical documentation of the manufacturer);

other data on products providing its identification (in the presence);

designation and the name of the document (documents) according to which products (the standard, the standard of the organization, specifications or other document) are made (in the presence);

code (codes) of products according to the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union (further - the CN FEA EEU);
