Procedure for confirmation of the available length of service for purpose of pensions in the absence of the service record or the corresponding records in it

General provisions

1. The main document confirming length of service for the period before implementation of the personified accounting in system of obligatory national social insurance (further - the personified accounting), is the service record.

In the absence of the service record or the corresponding records in it length of service is established based on other documents issued on place of employment, services, studies and also archival organizations.

Documents can be filed the digital signature, in electronic form with imposing, based on the qualified digital signature certificate.

The documents determined by this Procedure are the basis for introduction of data regarding the personal electronic accounting card in the register of insured persons of the State register of obligatory national social insurance reflecting labor activity of insured person, including for the period till January 1, 2004.

2. If documents on length of service did not remain, confirmation of length of service is performed by bodies of the Pension fund of Ukraine based on the testimony.

In the absence of the service record, and also cases when in the service record there are no necessary records or contain the wrong or inexact records about the work periods, for confirmation of years of service the data which are available in the register of insured persons of the State register of obligatory national social insurance, and also the statement or the reference, constituted on the basis of the data which are available in the information (automated) and/or information and communication systems of the companies, organizations, organizations, references, statements from orders, personal accounts and distribution slips of the salary, the certificate, characteristic, written employment contracts and agreements with marks on their accomplishment and other documents containing data on the work periods are accepted.

5. For confirmation of time of creative activities of members of the creative unions and other creative specialists who are not members of the creative unions certificates of the period of payment of insurance premiums in the Pension fund of Ukraine are accepted.

Till April 1, 1992 time of creative activities of members of the Writers' Union, Union of artists, the Union of composers, the Union of cinematographers, the Union of theatrical figures, and also other creative specialists which are not members of the creative unions of Ukraine, but are united by the relevant professional committees, is confirmed by references (statements from resolutions) the secretariats of boards of the creative unions of Ukraine about establishment of creative years of service.

6. For confirmation of military service, civil service, protection of service in the state security agencies, prospecting bodies of Gosspetssvyaz are accepted:
