About measures for further enhancement of system of examination of feasibility statements and technical and economic calculations

For the purpose of further enhancement of system of examination of feasibility statements and technical and economic calculations, projects within implementable programs for development of industries of economy and the social sphere, and also according to resolutions of the President of the Republic of Uzbekistan of December 18, 2017 No. PP-3437 "About implementation of new procedure for forming and financing of state programs of development of the Republic of Uzbekistan" and of January 8, 2018 No. PP-3464 "About creation of effective system of complex examination of documentation within forming and implementation of state programs of development of the Republic of Uzbekistan, implementation of public procurements":

1. Determine that:

opening of financing of the projects which do not have the approved feasibility statements and technical and economic calculations is forbidden;

feasibility statements and technical and economic calculations of projects affirm resolutions of the Cabinet of Ministers of the Republic of Uzbekistan only in the presence of the positive conclusion of the Center of complex examination of projects and import contracts under the Ministry of Economy and Industry of the Republic of Uzbekistan (further - the Center);

in the regulatory legal acts regulating projects implementation specifying of names of suppliers of goods (works, services) and contract organizations in the absence of the positive conclusion of the Center for results of the complex expertize of feasibility statements and technical and economic calculations of projects which is carried out in accordance with the established procedure is forbidden.

2. Determine that requirements of Item 1 of this resolution extend to the projects realized within state programs of development of the Republic of Uzbekistan, industry and regional concepts of development, other projects realized within decisions of the President of the Republic of Uzbekistan and the Government by fund of reconstruction and development of the Republic of Uzbekistan, and also at the expense of own funds of the state companies, business entities from shares of the state in authorized fund of 50 percent and more, business entities in whose authorized capital 50 percent also more belong to the legal entity from shares of the state of 50 percent and more.

3. In appendix No. 3 to the Regulations of the office of the President of the Republic of Uzbekistan approved by the resolution of the President of the Republic of Uzbekistan of July 28, 2017 No. PP-3161:

a) in the Section I:

exclude Items 9 and 12;

state Item 10 in the following edition:

"10. State programs of development of the Republic of Uzbekistan, and also industry and regional concepts of development";

b) add the Section II with Item 8 of the following content:

"8. Approval of feasibility statements and technical and economic calculations of the projects realized within state programs of development of the Republic of Uzbekistan, industry and regional concepts of development, other projects realized within decisions of the President of the Republic of Uzbekistan and the Government by fund of reconstruction and development of the Republic of Uzbekistan, and also at the expense of own funds of the state companies, business entities from shares of the state in authorized fund of 50 percent and more business entities in whose authorized capital 50 percent also more belong to the legal entity from shares of the state of 50 percent and more".

4. To the national agency of project management in case of the President of the Republic of Uzbekistan together with the Ministry of Justice of the Republic of Uzbekistan, other interested departments to make offers on the changes and amendments in the legislation following from this resolution in a month.

5. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
