For the purpose of accomplishment of the Law on Fonda of support of the population No. 827-XIV of February 18, 2000 (The official monitor of the Republic of Moldova, 2000, Art. No. 65-67, 460), with subsequent changes and amendments, DECIDES: the Government

1. Approve Regulations on procedure for establishment and payment of annual financial support it (is applied).

2. Ceased to be valid

3. To impose control over the implementation of this resolution on the National agency of the public assistance.

4. Declare invalid the Order of the Government No. 1083 of October 26, 2000. "About enforcement of the Law about Republican and local funds of social support of the population" (The official monitor of the Republic of Moldova, 2000, Art. No. 139-140, 1192), with subsequent changes and amendments.

Regulations on procedure for establishment and payment annual financial support

The regulations on procedure for establishment and payment of annual financial support (further - the Provision) provide procedure for establishment and payment of annual financial support to certain categories of persons according to the Law on Fonda of support of the population No. 827-XIV of February 18, 2000.

I. General provisions

1. For the purposes of this provision the used concepts mean the following:

annual financial support - the annual payment performed to persons specified in subitems a) - f) Item 1) article 5 of the Law on Fonda of support of the population No. 827-XIV of February 18, 2000, according to the this provision provisions;

partial compensation of expenses - the single payment provided for partial compensation of expenses on transportation from abroad of bodies of the died citizens of the Republic of Moldova or the expenses incurred on cremation of body of the died citizen of the Republic of Moldova abroad and transportation of ballot box with ashes of the dead to the Republic of Moldova according to this Provision.

2. Annual financial support is non-refundable form of social support for provision of one-time financial support to categories of the persons who are citizens of the Republic of Moldova, specified in Chapter II of this provision.

3. Annual financial support is provided by the National agency of the public assistance through the payment service provider by fund of support of the population (further - Fund).

II. Receivers of annual financial support

4. The following categories of citizens of the Republic of Moldova have rights to annual receipt of annual financial support:

1) persons with limited opportunities owing to the war in Afghanistan and family (the spouse, and in case of lack of those - one of parents) combatants in Afghanistan, the dead on duty;

2) persons with limited opportunities owing to fighting for protection of territorial integrity and independence of the Republic of Moldova and family (the spouse, and in case of lack of those - one of parents) combatants on protection of territorial integrity and independence of the Republic of Moldova, the dead on duty;

3) persons with limited opportunities whose restriction of opportunities is caused by participation in recovery from the accident on the Chernobyl NPP, the persons who got sick with radiation sickness or became persons with limited opportunities as a result of nuclear testing, accidents with ionizing radiation and their consequences on civil or military nuclear facilities during execution of military or special service, and family (the spouse, and in case of lack of those - one of parents) the died participants of recovery from the accident on the Chernobyl NPP;

4) the rehabilitated victims of political repressions of 1917-1990;

5) spouses of participants of World War II, the dead on duty, or the died persons with limited opportunities owing to World War II;

6) participants of World War II from among the categories specified in subitems and) - e) Item 1) parts (2) article 7 of the Law No. 190/2003 on veterans, person with limited opportunities owing to World War II from among the categories specified in the subitem and) parts (2) article 8 of the specified law, and also persons who received restriction of opportunities owing to wound, contusions, mutilations received as a result of attraction by municipal authorities to collection of ammunition and military equipment, to mine clearing of the territories and objects in the years of World War II;

6-1) persons equated to participants of war from among the categories specified in subitems and) - c) and e) Item 2) parts (2) article 7 of the Law No. 190/2003 on veterans, and also persons which were involved by municipal authorities in collection of ammunition and military equipment, mine clearing of the territories and objects in the years of World War II.
