About approval of the Instruction about the mechanism of interdepartmental interaction for primary prevention of risks concerning wellbeing of the child
For the purpose of accomplishment of Item c) article 20 of the Law No. 140 of June 14, 2013 on special protection of children, being in risk situations, and the children separated from parents (The official monitor of the Republic of Moldova, 2013, Art. No. 167-172, 534), with subsequent changes and amendments, DECIDES: the Government
1. Approve the Instruction about the mechanism of interdepartmental interaction for primary prevention of risks concerning wellbeing of the child it (is applied).
2. To the Ministry of Health, work and social protection, to the Ministry of Education, culture and researches and to the Ministry of Internal Affairs to take proper measures on implementation of the Instruction about the mechanism of interdepartmental interaction for primary prevention of risks concerning wellbeing of the child.
3. Recommend to bodies of local public authority to take the measures necessary for ensuring application of the specified instruction in internal working procedures.
4. To the ministries responsible in the field to provide, within competences, methodological support and coordinating of actions for implementation and monitoring of actions for application of the specified instruction.
5. The Ministry of Health, work and social protection annually, until the end of the first quarter to promulgate the report on monitoring of application of the specified instruction.

1. This instruction establishes the mechanism of interdepartmental interaction for primary prevention of risks concerning wellbeing of each child.
2. This instruction attaches significance to role of universal services, increasing efficiency of interdepartmental interaction in the field of protection of the child by orientation to primary prevention of risks and reduction of need of intervention according to the instructions on the mechanism of interdepartmental interaction in the field of identification, assessment, the direction, the help and monitoring of children victims and potential victims of violence, neglect, operation and trade approved by the Order of the Government No. 270 of April 8, 2014.
3. Provisions of this instruction provide procedure for intervention and interaction of educators, health cares, the public assistance and public order for primary prevention of risks concerning wellbeing of the child.
4. The concepts used in this instruction have the following value:
1) wellbeing of the child - requirements satisfaction of the child in all spheres important for its growth and harmonious development which provides good base in the first years of life, and also preparation for further achievements throughout all life. Spheres of wellbeing of the child include:
a) safety - protection against violence, neglect, operation and drawing mutilations of the house, in educational institution or in community;
b) health - support in forming of healthy lifestyle and access to medical care for achievement of standards of physical and mental health;
c) realization - support and the direction in training process and developments of skills, self-confidence and self-esteem of the house, at school or in community, according to age and the child's potential;
d) tender care - providing for growth and development of the circle in which the child finds love, support and encouragement and which corresponds to his requirements;
e) activity - creation of opportunities and encouragement of participation in various actions according to interests, age and the child's potential that promotes its growth and harmonious development;
f) the respect - recognition of importance and providing the right of each child to the valid and worthy relation always, is not dependent on age, sex or origin, on the fact that he made or could not make; at the same time, the respect implies providing necessary conditions in which the child was heard and will be able to participate in adoption of the decisions concerning it, according to the age and potential;
g) responsibility - encouragement and support in acceptance on tasks and active role of the house, in educational institution and in community, capability of self-control, understanding and respect for moral and social norms according to age and the child's potential;
h) inklyuziya - acceptance of each child, without any distinction, as person who can make valuable contribution to family and community, elimination of social, educational, physical and economic disparity and acceptance of the child as active associate in whom he lives and studies, according to its age and potential;
2) protective factors of family - crucial elements of consolidation of parent capabilities on use of potential of family for ensuring wellbeing of the child. Protective factors of family are:
a) parent resistance to stress - capability of parents/person on which/whose care there is child to overcome tension in family, to cope with economic difficulties and other factors of daily stress and to satisfy needs of the child for leaving and education, including for stressful situations;
b) social network of family support - desire and capability of parents to establish social connection with associates, to participate in various actions in community, to ask and get emotional support, the information, tool or spiritual help from associates;
c) the capability of parents to care for the child and to develop him - the created parent skills, desire and capability of parents to study care of the child and education of the child, knowledge of own child;
d) the specific help as necessary - capability of parents/person on which/whose care there is child, the nobility and to ask for the help in different difficult situations, experience of receipt of services and overcoming barriers in this process;
e) capability of parents/person on whose care there is child to develop emotional and social skills of the child - capability to establish the emotional relations with the child, to express love and affection for the child, to help the child to express the emotions and to manage them;
