1. Approve the enclosed regulations of the state service "Execution of the Certificate on Return".

2. To provide to department of consular service of the Ministry of Foreign Affairs of the Republic of Kazakhstan:

1) in the procedure established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on official Internet resource of the Ministry of Foreign Affairs of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Management of legal examination of the Ministry of Foreign Affairs of the Republic of Kazakhstan of data on accomplishment of the actions provided in subitems 1), 2), 3), 4) of this Item.

3. To impose control of execution of this order on the supervising deputy minister of foreign affairs of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Execution of the Certificate on Return"

Chapter 1. General provisions

1. The state service "Execution of the Certificate on Return" (further – the state service) appears foreign institutions of the Republic of Kazakhstan (further – the service provider) based on the standard of the state service "Execution of the Certificate on Return" approved by the order of the Minister of Foreign Affairs of the Republic of Kazakhstan of September 15, 2017 No. 11-1-2/422 (it is registered in the Register of state registration of regulatory legal acts No. 15899) (further – the Standard).

Documents acceptance and issue of results of rendering the state service are performed through the service provider.

2. Form of rendering the state service: paper.

3. Result of rendering the state service – the certificate on return in the form established by the order of the Government of the Republic of Kazakhstan of September 5, 2013 No. 926 "About approval of Rules of registration, issue, replacement, delivery, withdrawal and destruction of the certificate on return and certificate sample on return and requirements to its protection" or the motivated answer about refusal in rendering the state service according to Item 10 of the Standard.

the procedure (action) 2 – the direction of the written request in the Ministry of Internal Affairs of the Republic of Kazakhstan (further – the Ministry of Internal Affairs) – 2 (two) working days;

the procedure (action) 3 – consideration of documents, preparation of the letter on result of consideration of the application of uslugopoluchatel and his further direction to the service provider performed by the Ministry of Internal Affairs – 5 (five) working days;

the procedure (action) process 4 – registration and issue to uslugopoluchatel of the certificate on return or the motivated answer about refusal in rendering the state service – 2 (two) working days.

7. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

in the presence of the original of one of identity documents:

according to the procedure (action) 1 – mark about adoption of documents for copies of the application;

according to the procedure (action) 2 – issue of the certificate on return or the motivated answer about refusal in rendering the state service;

in the absence of the original of one of identity documents:

according to the procedure (action) 1 – mark about adoption of documents for copies of the application;

according to the procedure (action) 2 – the letter of the service provider to the Ministry of Internal Affairs;

according to the procedure (action) 3 – the letter of the Ministry of Internal Affairs to the service provider;

according to the procedure (action) 4 – issue of the certificate on return or the motivated answer about refusal in rendering the state service.
