About approval of the Regulations on procedure for creation and activities of technical committees on standardization in the field of architectural, town-planning and construction activities

1. Approve the enclosed Regulations on procedure for creation and activities of technical committees on standardization in the field of architectural, town-planning and construction activities.
2. This resolution becomes effective after its official publication.

1. This Provision establishes procedure for creation and activities of technical committees on standardization of the Republic of Belarus in the field of architectural, town-planning and construction activities.
2. For the purposes of this provision terms in the values established by the Law of the Republic of Belarus of January 5, 2004 "About technical regulation and standardization" are used (The national register of legal acts of the Republic of Belarus, 2004, No. 4, 2/1011; National legal Internet portal of the Republic of Belarus, 29.10.2016, 2/2434), and also following term and its determination:
technical committee on standardization of the Republic of Belarus in the field of architectural, town-planning and construction activities (further – TKS) – the working body created for development of technical codes of common practice, state standards of the Republic of Belarus, interstate standards which development is performed by the Republic of Belarus (further – TNPA), creation of conditions for participation in process of standardization of all interested subjects of technical regulation and standardization and also for carrying out other works in the field of standardization on the list of subjects of standardization assigned to TKS.
3. TKS in the work is guided:
the legislation of the Republic of Belarus in the field of technical regulation and standardization;
provisions of National system of technical regulation and standardization of the Republic of Belarus;
provisions of National system of confirmation of conformity of the Republic of Belarus;
documents of the international and regional standardization organizations which member is the Republic of Belarus;
organizational and administrative documents of the Ministry of Architecture of the Republic of Belarus (further – Minstroyarkhitektura).
4. Performs organizational and methodical management of activities of TKS Minstroyarkhitektura, coordination and maintenance of activities, information technical support of TKS is performed by the scientific and project and production republican unitary enterprise "Stroytekhnorm" (further – RUP "Stroytekhnorm"). Ensuring activities of TKS, including search operating technical including foreign technical, documents (information retrieval computer systems); organization of the translation of foreign technical documents; seal and reproduction of developed TNPA; accomplishment of drawings and other necessary graphical works; operational information processing and correspondence; communication (phone, the fax, the e-mail address, the website on the global computer Internet), is performed through RUP "Stroytekhnorm".
5. Information on activities of TKS is placed on the global computer Internet to the address www.stn.by.
6. TKS are not legal entities. Meetings of TKS are held by RUP "Stroytekhnorm".
7. Sources of financing of works of TKS are means republican and local budgets, including the state trust budget funds, and also means of the off-budget centralized investment funds interested legal entities and physical persons, other not forbidden sources.
8. Offers on creation of TKS on certain spheres of activity with reasons for need of creation of TKS go the interested subjects of technical regulation and standardization (further – the interested subjects) to RUP "Stroytekhnorm". RUP "Stroytekhnorm" sends offers to the State committee on standardization of the Republic of Belarus (further – Gosstandart) and Minstroyarkhitektura for consideration and coordination.
9. Reasons for need of creation of TKS shall include:
the list of the subjects of standardization assigned to it;
expected candidate for the chairman of TKS.
10. The decision on creation of TKS, its structure, the list of the subjects of standardization assigned to it, regulations on TKS affirm the order of Gosstandart and Minstroyarkhitektura.
In cases when the candidate for position of the chairman of TKS is not the employee of the organization, the subordinate Minstroyarkhitektura and (or) being its part (system), its candidacy is approved in coordination with state body under which supervision the organization is and (or) into structure (system) of which it enters which worker is supposed to position of the chairman of TKS.
If the candidate for position of the chairman of TKS is the employee of the organization which is not under supervision of state body and (or) is not its part (system), its candidacy is approved by the order based on written consent of the head of this organization.
11. TKS has the following structure:
chairman;
vice-chairman;
responsible secretary;
members of TKS.
12. The structure of TKS is created on the principles of representation and voluntariness of participation of the interested subjects of representatives:
the organizations – consumers (customers) of products;
the organizations – developers and manufacturers of products;
research institutions, project and design organizations, higher educational institutions;
republican state bodies and other state bodies;
state supervision bodies and examination;
test centers (laboratories) and certification bodies of products;
