About approval of the State program on counteraction to religious extremism and terrorism in the Republic of Kazakhstan for 2018 - 2022

According to the subitem 1) of article 66 of the Constitution of the Republic of Kazakhstan the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed State program on counteraction to religious extremism and terrorism in the Republic of Kazakhstan for 2018 - 2022 (further - the Program).

2. To the central and local executive bodies, and also state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan (under approval) to take measures for program implementation.

3. To responsible central and local executive bodies, and also state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan (under approval) to provide information according to the Actions plan on program implementation according to System of state planning in the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of November 29, 2017 No. 790 "About approval of System of state planning in the Republic of Kazakhstan".

4. This resolution becomes effective from the date of its first official publication.

Purpose

Safety of the person, society and state from violent manifestations of religious extremism and threats of terrorism

Tasks

1. Enhancement of measures of prevention of religious extremism and the terrorism directed to forming in the society of immunity to radical ideology and zero tolerance to radical manifestations.
2. Decrease in influence of external factors on radicalization of the population of the Republic of Kazakhstan.
3. Increase in efficiency of identification and suppression of the facts of religious extremism and terrorism, including by enhancement of system of ensuring activities of special state and law enforcement agencies.
4. Enhancement of response system on acts of religious extremism and terrorism, and also minimization and (or) liquidation of their effects

Target indicators

1. Decrease in number of persons sharing the extremist ideas directed to incitement of religious strife or discord.
2. Share warned and timely stopped (at stages of forming of intention, preparation, attempt) terrorist and other violent shares of extremist nature.
3. Level of readiness for response to acts of terrorism, and also minimization and (or) mitigation of consequences of acts of terrorism in the territory of the Republic of Kazakhstan

Sources and amounts of financing

In 2018 - 2022 funds republican and local budgets, and also other means which are not prohibited by the legislation of the Republic of Kazakhstan will be allocated for program implementation.
Total costs from the budget on program implementation will constitute the 270th 148, 8 million tenges (the Republic of Belarus – the 209th 361, 3 million tenges, MB – the 60th 787, 5 million tenges).
The amounts of financing from republican and local budgets will be specified when forming budgets for the corresponding period

 

2. Introduction

In the President's letter of the Republic of Kazakhstan to the people of Kazakhstan of January 31, 2017 "The third upgrade of Kazakhstan: global competitiveness" security status of the state in the conditions of growth of threats of terrorism is designated by criterion of its force and capacity to act to further development and formation as one of developed countries of the world.

The geopolitical changes happening in the world initiate new range of challenges and risks in the field of homeland security which becomes more and more various and outgoing from bigger number of sources of danger. It causes complexity and relevance of tasks within the system prevention of threats of religious extremism and terrorism.

In these conditions the operating nation-wide system of counteraction to religious extremism and terrorism needs further enhancement in the context of creation of the mechanism of reliable protection of the personality, society and the state from extremist manifestations of violent nature and threats of terrorism.

This Program is developed for the five-year period and, being logical continuation of the State program on counteraction to religious extremism and terrorism in the Republic of Kazakhstan for 2013 - 2017, considers experience and results of its realization.

In case of development of the Program positive experience of Norway, Finland, Canada, the United States of America and the United Arab Emirates is studied and taken into account.

Taking into account practices of these countries the Program is oriented on purposeful counteraction to violent manifestations of extremist nature and to terrorism, carriers of radical views. In it the identification of religion and radicalization is excluded that will allow to strengthen consolidation of efforts of the state, society and religious associations regardless of religious affiliation in counteraction to threats of extremism and terrorism. Forms and methods of prevention of religious extremism and terrorism depending on extent of radicalization of persons are differentiated. Conditions for active attraction to prevention of religious extremism and terrorism of opportunities of the non-governmental sector are created.

Proceeding from recommendations of the international center for counteraction to violent extremism of "Hedaya", in the Program really achievable coefficients of target indicators and indicators are established.

The program is normative and organizational basis of the solution of urgent tasks and the available problems in the field of the prevention of extremist manifestations of violent nature and prevention of threats of terrorism.

Provisions of the Program are developed taking into account immunity of the rights of citizens to liberty of conscience and respect of their religious beliefs guaranteed by the Constitution of the Republic of Kazakhstan.

Efforts of the state, society and citizens by means of implementation of this Program will be directed to creation, maintenance and development of necessary and sufficient conditions for forming in the society of steady unacceptance of radical views in the religious sphere, decrease in number of radical persons and neutralization of the factors promoting their emergence, preventions of threats of terrorism and increase in level of anti-terrorist protection of the population.

Neutralization of the external and internal factors promoting emergence of radical views among certain representatives of society shall provide conditions for inclusion of the Republic of Kazakhstan into thirty of most developed states of the world.

3. Analysis of the current situation

Large-scale measures for neutralization of challenges and risks in the context of ensuring national security, and also to enhancement of nation-wide system of the prevention of extremist and terrorist manifestations are implemented by the Republic of Kazakhstan.

In the President's letter of the Republic of Kazakhstan of Nazarbayev N. A. to the people of Kazakhstan of 2014 "The Kazakhstan way - 2050: The single purpose, single interests, the single future" is pushed the national patriotic idea "Mang_l_k El".

The fundamental system document determining development of Kazakhstan in short-term perspective is "The plan of the nation - 100 specific steps" on realization of five institutional reforms aimed at forming of the professional state apparatus, ensuring rule of law, creation of conditions for industrialization and economic growth of the country.

State programs of infrastructure development "Nurla жол", industrial and innovative development for 2015 - 2019, the Single program of support and business development "The road map of business of 2020" are aimed at eradication of the available social and economic problems.

The taking place large-scale processes of transformation in political and economic spheres are followed by upgrade of public consciousness of the Kazakhstan citizens, first of all youth. On fostering patriotism, forming of the Kazakhstan identity, promotion in the world of the Kazakhstan cultural achievements, improvement of quality of training at departments of the higher educational institutions teaching in state language strategic Article of the Head of state "Bolashakka багдар is oriented: Rouhani to zhangyr".

System measures of enhancement of moral and patriotic education of younger generation are pledged in the State program of development of education and science for 2016 - 2019 and the Concept of the state youth policy till 2020.

Successfully the institute of the Assembly of the people of Kazakhstan playing key role in strengthening of the Kazakhstan identity and unity which is the constitutional body making the contribution to stability and consent in society works. Implementation of the large-scale project "The Big Country — Big Family" strengthens the Kazakhstan identity and creates conditions for forming of complete civil community.

Increase in level of religious literacy of the population and harmonization of the interfaith relations is promoted by implementation of the Concept of state policy in the religious sphere till 2020.

"About counteraction to extremism" and of July 13, 1999 "About counteraction to terrorism" the main conceptual framework and competence of state bodies, and also the basic principles of ensuring protection of the rights and freedoms of citizens in this sphere are determined by the adopted laws of the Republic of Kazakhstan of February 18, 2005.

Implementation of the State program on counteraction to religious extremism and terrorism in the Republic of Kazakhstan for 2013 - 2017 allowed to develop nation-wide system of counteraction to religious extremism and terrorism.

The package of measures for forming at the population of the consciousness which is not accepting the idea of extremism and terrorism is enhanced.

Mechanisms of interaction of state bodies concerning counteraction to religious extremism and terrorism are created and regulated by regulatory legal acts, including in case of prevention of extremist and terrorist manifestations, response to terrorist threats, minimization and (or) mitigations of consequences of acts of terrorism.

Necessary conditions for coordination of actions of special state and law enforcement agencies in fight against religious extremism and terrorism are provided. Capacity of law enforcement agencies is continuously increased.

Basic elements of system of anti-terrorist protection of the population and crucial objects are created.

On permanent basis work on enhancement of legislative and organizational base for identification and suppression of premises of religious extremism and terrorism is carried out. Legislative arrangements in the field of traffic in weapons and security activities, migration regulation are staticized. Measures of criminal penalty for terrorist and extremist activities are toughened.

Within expansion of international cooperation by the Republic of Kazakhstan 15 of 19 resolutions and other documents of the United Nations on fight against terrorism are ratified.

Since January 1, 2017 the Republic of Kazakhstan got to work in the Security Council of the United Nations as the non-permanent member for the forthcoming two-year period.

Within implementation of the political address of the President of the Republic of Kazakhstan Nazarbayev N. A. to state members of the Security Council of the United Nations the draft of the Code of behavior on achievement of peace, free from terrorism is developed.

The code will become basis for forming of the Global Anti-terrorist coalition (network) under the auspices of the United Nations.

Presidency of the Republic of Kazakhstan in sanctions committees of 1267 and 1988 promotes consolidation of efforts of state members of the United Nations on counteraction to the ISIS, Al-Qaeda and Taliban terrorist organizations.

Regional security is ensured by active interaction of special state and law enforcement agencies with the Anti-terrorist center of the Commonwealth of Independent States, Regional anti-terrorist structure of the Shanghai Cooperation Organization, the Collective Security Treaty Organization and representative offices of Management of the United Nations for drugs and crime, Organization for Security and Cooperation in Europe and the European Union in the Republic of Kazakhstan.

Meanwhile, the problem of radicalization of citizens conducting to violent shares of extremist nature and terrorism continues to remain real threat of homeland security of the Republic of Kazakhstan.

Having got beaten in the Syrian-Iraqi zone, subjects of extremist and terrorist activities feel the critical need for replenishment of the ranks by new recruits, forming of additional channels of financing and panderly infrastructure.

For the last four years departure in zones of terrorist activity of 440 recruits Kazakhstan citizens is not allowed (2014 - 136, 2015 - 151, 2016 - 91, 2017 - 62). Despite the taken measures, the problem of participation of citizens of our country in terrorist activities abroad continues to remain urgent.

Serious danger is constituted by processes of return of fighters to the countries of outcome. From camps of the international terrorist organizations, and also basic and transit infrastructure to the third countries are returned or independently 125 citizens of Kazakhstan returned, from them 57 are brought to trial for participation in terrorist activities.

Intensive promotion of the ideas of radicalism and terrorism in consciousness of the Kazakhstan society purposefully creates the ideas fraught with kindling of interfaith hostility and discord capable to initiate violent extremist and acts of terrorism.

Improvement of quality technical, art and psychological constituting the posted online information and propaganda materials of the terrorist organizations is noted. Use of social networks allows emissaries of the international terrorist organizations to expand considerably the audience, to transfer the carried-out propaganda to system basis.

For the purpose of barrier of Internet users and social networks from influence of promotion of terrorism monitoring of information space regarding compliance with law of the Republic of Kazakhstan is carried out.

On the Internet and social networks more than 620 thousand materials (2015 - 150 thousand, 2016 - 700 thousand) with promotion of terrorism and extremism are blocked.

Implementation of the radical ideas and extreme views in consciousness of separate categories of fellow citizens caused manifestation of extreme forms of aggression by them, and also created premises to loss of sense of patriotism and national identity, cultural and moral and family values. Uncontrolled development of these processes is fraught with increase in number of persons sharing the radical ideas, escalation of violence in society.

The international terrorist organizations, spreading the radical ideas, provoke antisocial moods, split of the Kazakhstan society on confessional sign, "washing out" of national and religious identity. Specified is confirmed by the tragic events which took place in 2016 in the cities of Aktobe and Almaty.

Since 2014 at early stage of preparation 30 acts of terrorism are prevented and broken (2014 - 3, 2015 - 4, 2016 - 12, 2017 - 11).

Sources of distribution of radical ideology continue to remain the citizens of Kazakhstan studying and students in doubtful foreign theological educational institutions. Taking into account the popularity of receipt of religious education which is not decreasing among young people, including on unofficial basis, it is necessary to enhance measures for reorientation of youth on training in domestic theological or secular educational institutions.
