1. Approve Regulations on Council of Foreign Ministers of the Commonwealth of Independent States it (is applied).
2. Declare invalid the Regulations on Council of Foreign Ministers of the Commonwealth of Independent States approved by the Decision of Council of heads of states of the Commonwealth of Independent States of April 2, 1999 (with changes and amendments of September 16, 2004).

Approved by the Decision of Council of heads of states of the Commonwealth of Independent States on the Regulations on Council of Foreign Ministers of the Commonwealth of Independent States of October 11, 2017
1. Council of Foreign Ministers of the Commonwealth of Independent States (further – SMID) – the main executive body which provides cooperation in foreign policy and humanitarian activities of the State Parties of the CIS for the questions which are of mutual interest makes decisions at the request of Council of heads of states and Council of CIS Heads of Government, and also on the questions carried to its competence according to this Provision.
2. SMID in the activities is guided by the conventional principles and rules of international law, provisions of Articles of organization of the United Nations, fundamental documents of the Commonwealth of Independent States (further – the Commonwealth), the international treaties signed within the Commonwealth, decisions of Council of heads of states and Council of CIS Heads of Government, and also this Provision.
3. In the activities SMID is accountable to Council of heads of states and Council of CIS Heads of Government.
4. Members of SMID are Ministers of Foreign Affairs of the State Parties of the Commonwealth.
5. Participate in meetings of SMID the Chairman of Executive committee – the Executive secretary of the CIS and permanent plenipotentiaries of the State Parties of the Commonwealth under authorized and other bodies of the Commonwealth.
6. As observers by common consent of members of SMID Ministers of Foreign Affairs of other states or persons, them representatives can participate in SMID meetings.
7. Working body of SMID is the Executive committee of the Commonwealth of Independent States.
8. The main objectives of SMID are:
assistance to state cooperation development – members of the Commonwealth in the foreign policy sphere, including interaction of their diplomatic services;
assistance to development of humanitarian and legal state cooperation – members of the Commonwealth;
assistance to peaceful settlement of disputes and conflicts and to creation of situation of the world and stability in the Commonwealth;
assistance to preserving and strengthening of friendship, neighborliness and mutually beneficial cooperation;
assistance of activities of bodies of the Commonwealth in the field of safety and counteraction to new challenges and threats.
9. SMID performs the following functions:
realizes decisions of Council of heads of states and Council of CIS Heads of Government;
develops and makes offers and recommendations for Council of heads of states and Council of CIS Heads of Government;
considers course of execution of decisions of Council of heads of states and Council of CIS Heads of Government and the international treaties and agreements signed within the Commonwealth;
considers the draft documents introduced on meetings of Council of heads of states and Council of CIS Heads of Government within the competence;
holds consultations in the field of foreign policy of the State Parties of the Commonwealth on the questions which are of mutual interest;
adopts the joint statements and other documents reflecting general approaches of Foreign Ministries of the State Parties of the Commonwealth on urgent international problems;
promotes experience exchange and information on foreign policy questions;
considers questions of the organization of interaction of the interested State Parties of the Commonwealth in the United Nations and at other international forums, including possibility of promotion of joint initiatives;
performs measures for enhancement of information support of foreign policy activities of the State Parties of the Commonwealth, for work with archives, preparation and advanced training of diplomats;
within the competence:
creates bodies of the Commonwealth;
establishes the basic organizations of the State Parties of the Commonwealth;
adopts joint programs of state cooperation in foreign policy, legal and other spheres;
considers and makes decisions concerning cooperation with the international organizations;
considers and solves other questions according to orders of Council of heads of states and Council of CIS Heads of Government.
10. Within year at least two meetings of SMID, one of which is, as a rule, carried out on the eve of the meeting of Council of heads of states of the CIS, are held.
