About Regulations on Economic council of the Commonwealth of Independent States
For the purpose of realization of part three of Item 2 of the Decision of Council of heads of states of the Commonwealth of Independent States on adaptation of the Commonwealth of Independent States to modern realities of September 16, 2016 Council of heads of states of the Commonwealth of Independent States
solved:
1. Approve Regulations on Economic council of the Commonwealth of Independent States it (is applied).
2. Declare invalid the Regulations on Economic council of the Commonwealth of Independent States approved by the Decision of Council of heads of states of the Commonwealth of Independent States of January 25, 2000 (with changes and amendments of September 16, 2004).

Approved by the Decision of Council of heads of states of the Commonwealth of Independent States on the Regulations on Economic council of the Commonwealth of Independent States of October 11, 2017
1. The economic council of the Commonwealth of Independent States (further – Council) – the main executive body which provides state cooperation – members of the Commonwealth of Independent States (further – the Commonwealth) in economic and social spheres on the questions which are of mutual interest makes decisions at the request of Council of heads of states and Council of CIS Heads of Government, and also on the questions carried to its competence according to this Provision.
2. Council in the activities is guided by the conventional principles and rules of international law, provisions of Articles of organization of the United Nations, fundamental documents of the Commonwealth, international treaties signed within the Commonwealth, decisions of Council of heads of states and Council of CIS Heads of Government, and also this Provision.
3. In the activities Council is accountable to Council of heads of states and Council of CIS Heads of Government.
4. Members of council are deputy heads of governments of the State Parties of the Commonwealth.
5. Participate in meetings of Council the Chairman of Executive committee – the Executive secretary of the CIS with the right of advisory vote, and also plenipotentiaries of the State Parties of the Commonwealth in the Commission on economic problems under Economic council of the Commonwealth of Independent States.
6. Under Council the Commission on economic problems (further – the Commission) with the place of stay in the city of Moscow acts on the permanent basis.
The commission consists of plenipotentiaries of the State Parties of the Commonwealth under Council, and also vice-chairmen of Executive committee – the Executive secretary of the CIS with the right of advisory vote.
The commission carries out the work based on the Provision approved by Council.
7. The main objectives of Council are:
assistance to development and functioning of the free trade area, to creating favorable conditions for transition to higher steps of the economic cooperation based on free movement of goods, services, labor power and the capitals;
assistance to deepening of economic cooperation in different areas of interaction;
cooperation increase in questions of education, health care, social protection, culture.
8. The main functions of Council are:
implementation of decisions of Council of heads of states and Council of CIS Heads of Government concerning social and economic cooperation;
assistance to implementation of actions for development and functioning of the free trade area;
creation of legal, economic and organizational conditions for transition to higher steps of the economic cooperation based on free movement of goods, services, labor power and the capitals;
forming by concerned parties of the total agrarian market by creation of conditions for free movement of goods and services of agro-industrial complexes, development of production cooperation in production of farm vehicles and the equipment, formation of the wholesale food markets and protection of agricultural producers in the markets of the State Parties of the Commonwealth;
assistance to deepening of cooperation in science and technology, providing open entry to open scientific and technical information, protection of intellectual property and mutual provision of national treatment for the research organizations, scientists and specialists;
development of offers on perspectives of economic cooperation of the State Parties of the Commonwealth on the basis of the analysis of the main tendencies of social and economic development and the course of economic reforms;
assistance to development of interregional and frontier cooperation;
development by concerned parties of concepts, joint programs, projects and plans of state cooperation – members of the Commonwealth on development of the industry, agricultural industry, transport, development of fields of fuel and energy and raw material resources, the solution of questions of freedom of transit;
preparation of recommendations about enhancement of production and technological bonds, approval of the interested states of joint programs for development of economy;
assistance to development of cooperation with other international organizations within the competence;
