About measures for enhancement of system of preparation, retraining and advanced training of drivers of automotor-vehicles

For the purpose of acceptance of effective and effective measures for the prevention of offenses in use of automotor-vehicles, increases in responsibility of drivers of automotor-vehicles for observance of traffic regulations, and also creations of equal conditions to business entities for participation in preparation, retraining and advanced training of drivers of automotor-vehicles, the Cabinet of Ministers decides:

1. Determine that since August 1, 2018 activities for preparation, retraining and advanced training of drivers of automotor-vehicles and means of urban electric transportation are performed by state educational institutions, and also other legal entities having the license for the right of implementation of activities of non-state educational institutions.

2. Take into consideration that according to the resolution of the Cabinet of Ministers of July 18, 2017 No. 515 "About the organization of activities of the State inspectorate for production inspection of education under the Cabinet of Ministers of the Republic of Uzbekistan" the decision on issue of licenses for the right of implementation of activities of non-state educational institutions is accepted by the Commission on licensing of activities of non-state educational institutions of the Cabinet of Ministers of the Republic of Uzbekistan which operating part is the State inspectorate for production inspection of education under the Cabinet of Ministers of the Republic of Uzbekistan.

Determine as additional licensed requirements and conditions for licensing of activities of non-state educational institutions on the directions connected with preparation, retraining and advanced training of drivers of automotor-vehicles and means of urban electric transportation:

implementation in educational process of the automated information system allowing to perform monitoring and the planning of training directed to increase in progress;

availability of electronic methodologies with the animation effects and video content covering all educational process, providing with these education guidances everyone studying (listener);

availability of the single testing program with animation effects, for determination of development of knowledge on professional development course;

providing each teacher with training programs, the detailed process charts including instructions for use of different pedagogical technologies;

availability of two and more audiences with area at least 40 sq.m everyone located in one territory;

availability in each audience of the video projector, computers, systems audio-and video of observation, visual aids according to Traffic regulations, and also systems of record of process for ensuring transparency of educational process and final testing;

availability of the separate audience for final testing of knowledge of students equipped with computers.

3. Determine that advanced training shall be undergone:

persons managing the vehicles belonging to legal entities, except for the individual entrepreneurs and other physical persons managing vehicles on the basis of short-term lease (rolling) and leasing - every two years;

persons deprived of the right of control of vehicles - after the end of execution of administrative punishment and before delivery of theoretical and practice examinations for receipt of the car driver license.

4. Approve form and the description of the certificate on passing of advanced training of drivers of vehicles according to appendix No. 1.

5. The state inspectorate for production inspection of education under the Cabinet of Ministers of the Republic of Uzbekistan together with the Ministry of Internal Affairs, other ministries and departments to develop and introduce to the Cabinet of Ministers the draft of the government decision providing procedure for licensing of activities of non-state educational institutions for preparation, retraining and advanced training of drivers of automotor-vehicles and means of urban electric transportation in a month.

6. Make changes and addition to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.

7. To the Ministry of Internal Affairs of the Republic of Uzbekistan together with:

The Prosecutor General's Office, the Ministry of Justice, the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition and Chamber of Commerce and Industry to hold in the International press club press conference on the purposes, essence and contents of this resolution;

To provide with national broadcasting company of Uzbekistan, National news agency, the Agency of information and mass communications, mass media on system basis regular and comprehensive lighting among the population of the purposes and tasks of this resolution with broad involvement of printing and electronic mass media, including the world time-sharing the Internet.

8. To the ministries and departments in two-month time to bring the regulatory legal acts adopted by them into accord with this resolution.

9. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzbekiston temir yullari A. Zh. Ramatov, the Minister of Internal Affairs of the Republic of Uzbekistan P. R. Bobozhonov and the chief of the State inspectorate for production inspection of education under the Cabinet of Ministers of the Republic of Uzbekistan U. N. Tashkenbayev.
