About diplomatic ranks of the Kyrgyz Republic

For the purpose of implementation of the Law of the Kyrgyz Republic "About diplomatic service of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve enclosed:

- Regulations on procedure for assignment of diplomatic ranks of the Kyrgyz Republic according to appendix 1;

- form and the description of the certificate on assignment of diplomatic rank of the Kyrgyz Republic according to appendix 2.

2. To the Ministry of Foreign Affairs of the Kyrgyz Republic to resolve the issues connected with production of certificates on assignment of diplomatic rank of the Kyrgyz Republic.

3. This resolution becomes effective from the date of official publication.

Regulations on procedure for assignment of diplomatic ranks of the Kyrgyz Republic

This Provision establishes procedure for assignment of diplomatic ranks of the Kyrgyz Republic, except for diplomatic ranks of the Ambassador extraordinary and plenipotentiary of the Kyrgyz Republic and the Minister extraordinary and plenipotentiary of the Kyrgyz Republic (further - diplomatic ranks).

1. Assignment of diplomatic rank

1. Diplomatic ranks are appropriated according to the Constitution of the Kyrgyz Republic, the Law of the Kyrgyz Republic "About diplomatic service of the Kyrgyz Republic" and this Provision.

2. And also to the staff of structural divisions of the Office of the President of the Kyrgyz Republic, the Office of Jogorku Kenesh of the Kyrgyz Republic and Government office of the Kyrgyz Republic knowing questions of international cooperation the following diplomatic ranks are appropriated to the staff of diplomatic service holding diplomatic and consular positions taking into account post:

1) attache;

2) third secretary;

3) second secretary;

4) first secretary 2 classes;

5) first secretary of 1 class;

6) adviser 2 classes;

7) adviser of 1 class.

3. Diplomatic ranks are appropriated for life, taking into account provisions of articles 21 and 27 of the Law of the Kyrgyz Republic "About diplomatic service of the Kyrgyz Republic".

4. Special allowances for payment of work according to regulatory legal acts of the Kyrgyz Republic are paid to persons to whom diplomatic ranks are appropriated.

5. Assignment of diplomatic ranks is confirmed by issue of appropriate certificates and entry in the record of service (service record).

The certificate on assignment of diplomatic rank is granted by service of personnel management of authorized body in the field of foreign affairs of the Kyrgyz Republic no later than one month from the date of assignment of diplomatic rank.

2. Procedure for assignment of diplomatic ranks

6. Diplomatic ranks are appropriated by the head of authorized body in the field of foreign affairs of the Kyrgyz Republic (further - authorized body) based on the recommendation of certification tender committee of authorized body.

7. Offers on assignment to the staff of diplomatic service holding diplomatic and consular positions, diplomatic ranks are submitted for consideration of certification tender committee of authorized body by heads of structural divisions of authorized body, the head of body under authorized body or the head of representative office of authorized body, approved:

- with the supervising deputy manager of authorized body and the secretary of state of authorized body;

- only with the secretary of state of authorized body if assignment of diplomatic rank concerns the employee of the above-stated division, body or representation which is supervised directly by the secretary of state of authorized body.

Offers on assignment of diplomatic ranks to the staff of the structural divisions of the Office of the President of the Kyrgyz Republic, the Office of Jogorku Kenesh of the Kyrgyz Republic and Government office of the Kyrgyz Republic knowing questions of international cooperation it is submitted for consideration of certification tender committee of authorized body respectively by the chief of staff of the President of the Kyrgyz Republic, the Office of Jogorku Kenesh of the Kyrgyz Republic and Government office of the Kyrgyz Republic.

8. Offers on assignment of diplomatic ranks to the corresponding officials are made no later than one month before expiry date specified in Item 12 of this provision for the corresponding rank.

The offer on assignment of diplomatic rank of "attache" to the corresponding official is made not earlier than in three months from the date of its appointment.

9. The decision on the recommendation of the staff of diplomatic service holding diplomatic and consular positions to assignment of diplomatic ranks which is drawn up in the form of the protocol is accepted by certification tender committee no later than one month from receipt date of the relevant proposal on assignment of diplomatic ranks in time.

10. Representation on assignment of diplomatic ranks shall contain the corresponding reasons for need of assignment to the candidate of diplomatic rank, and also the complete information about it (the record of service, length of service).

11. The staff of diplomatic service holding the diplomatic and consular positions having serious notes on work and/or authority punishment which is not remitted in the procedure established by regulatory legal acts of the Kyrgyz Republic to assignment of diplomatic ranks is not represented.

3. Terms of stay in diplomatic ranks

12. Terms of stay in diplomatic ranks:

1) for the attache - 1 year;

2) for the third secretary, the second secretary - 2 years;

3) for the first secretary of 1 and 2 classes, the adviser 2 classes - 3 years.

The term of stay of the adviser of 1 class in diplomatic rank is not established.
