About questions according to the address with medical waste and work with mercury-containing products in the organizations of health care of the Kyrgyz Republic
For the purpose of prevention of harmful effects of medical waste on health of the person and the environment, streamlinings of work with mercury-containing products, according to article 12 of the Law of the Kyrgyz Republic "About public health care", articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:
1. Approve:
- The temporary instruction on the address with medical waste in the territory of the Kyrgyz Republic according to appendix 1;
- Provisional rules of work with mercury-containing products of medical appointment according to appendix 2.
2. To the Ministry of Health of the Kyrgyz Republic in two-month time to develop and submit for consideration of the Government of the Kyrgyz Republic the bill of the Kyrgyz Republic providing introduction of amendments to the Law of the Kyrgyz Republic "About public health care" regarding acceptance of the Kyrgyz Republic of regulatory legal acts by the Government according to the address with medical waste and mercury-containing products.
3. Determine that implementation of this Resolution by the organizations of health care financed from the republican budget is performed within the means provided for the corresponding year.
4. To impose control of execution of this Resolution on department of social development of Government office of the Kyrgyz Republic.
5. This Resolution becomes effective after fifteen days from the date of official publication and is effective till January 1, 2019.

1. This Temporary instruction on the address with medical waste in the territory of the Kyrgyz Republic (further - the Instruction) is developed for the purpose of ensuring sanitary and epidemiologic wellbeing of the population, prevention of harmful effects on health of the person and the environment, enhancement and systematization of rules of the address with waste of the organizations of health care and is intended for the following organizations, irrespective of pattern of ownership:
- hospitals (city, clinical, specialized, departmental, as a part of research, educational institutes), the centers of family medicine, dental polyclinics, dispensaries;
- stations of emergency medical service;
- blood transfusion stations;
- organizations of long patient care;
- research institutions and educational institutions of medical profile;
- drugstores and pharmaceutical productions;
- improving organizations (sanatoria, dispensary, rest houses, boarding houses);
- sanitary and preventive organizations;
- organizations of forensic medical examination;
- medical laboratories (including anatomic, pathoanatomical, biochemical, microbiological, physiological);
- private organizations for delivery of health care.
2. This Instruction determines requirements to separation, collection, packaging, marking, accounting, storage, transportation, disinfecting and/or neutralization, burial of all types of medical waste, and also other waste which is formed in the organizations of health care, except for radioactive waste.
3. The treatment of radioactive waste is performed according to the Law of the Kyrgyz Republic "The technical regulation "About Radiation Safety".
4. The address with mercury-containing waste is performed according to the Law of the Kyrgyz Republic "The general technical regulation on providing ecological safety in the Kyrgyz Republic".
5. The basic concepts used in this Instruction:
class of danger of waste - extent of possible harmful effects on health of the person and the environment in case of the direct or mediated impact of dangerous wastes;
kontaminirovanny medical waste - the waste mixed with blood and/or other liquids of human body or with cultures of infectious agents in laboratories;
medical waste - all types of waste, including anatomic, pathoanatomical, biochemical, microbiological and physiological, formed in the course of implementation of medical and pharmaceutical activities, activities for production of medicines and medical products, and also activities in the field of use of causative agents of infectious diseases and the gene engineering modified organisms in the medical purposes;
processing of medical waste - package of measures for decrease in risks from the dangerous medical wastes providing obligatory disinfecting and/or desintoxication, and also possible decrease in amounts and/or giving of unrecognizable type to them;
the address with medical waste - all types of activity connected with identification and separation, collection, disinfecting and/or neutralization, accounting, storage, transportation and burial of medical waste;
separate collection of waste - activities for collection, temporary storage of waste according to the established danger classes, physical properties and their aggregate state;
special clothes (further - overalls) - individual protection equipment of integuments of body, hands, mucous membranes of eyes, the cavities of nose and mouth, respiratory organs and digestive tract intended for protection against harmful and dangerous factors for health of the employee on workplace;
transportation of waste - movement of waste between objects of their education, sorting, storage, conversion, disinfecting and/or neutralization, burial and destruction;
destruction of waste (removal) - the processing of waste aiming at almost complete cessation of their existence;
storage of waste - content of waste in specially equipped stores before their extraction for the purpose of burial, disinfecting and/or neutralization;
incidents and accidents - unexpected events as a result of which the damage to health can be put or already caused, to the equipment and equipment, and also other types of damage;
waste recycling - involvement of waste in new production cycles, use in the useful purposes; use of waste as secondary raw materials and for other purposes.
6. Process of the address with medical waste includes the following stages:
1) identification and separation of waste in the organizations of health care;
2) collection, packaging and marking of waste in the organizations of health care;
3) processing of dangerous wastes and reusable stock;
4) movement of waste from divisions and temporary storage of waste in the territory of the organizations of health care forming waste;
5) accounting of medical waste;
6) disinfecting and/or neutralization of medical waste;
7) transportation of medical waste from the territory of the organizations of health care forming waste;
8) burial or destruction of medical waste.
7. Collection, temporary storage, disinfecting and/or neutralization and export of medical waste should be carried out according to the scheme of the address with medical waste accepted in the organization of health care. The scheme of the address with medical waste is developed according to requirements of this Instruction and affirms the head of the organization of health care.
8. In the scheme of the address with medical waste are specified:
1) high-quality and quantitative structure of the formed medical waste;
2) the need for consumable materials and container for collection of medical waste;
3) procedure for collection of medical waste;
4) procedure for temporary storage (accumulating) for medical waste, frequency of their export;
5) stock and reusable containers;
6) the applied methods of disinfecting and/or neutralization and removal of medical waste;
