About services when carrying out interbank calculations in the BISS system

Based on Article part one 32, No. 371 "About the Belarusian interbank settlement center" the Board of National Bank of the Republic of Belarus DECIDES: parts one of article 39 of the Bank code of the Republic of Belarus, the paragraph of third subitem 2.1 of Item 2 of the Presidential decree of the Republic of Belarus of October 10, 2017

1. Determine that:

1.1. services when carrying out interbank calculations in the BISS system are:

services of National Bank of the Republic of Belarus (further – National Bank) on maintaining correspondent accounts of banks, non-bank credit and financial organizations (residents and nonresidents), "Development Bank of the Republic of Belarus" open joint stock company (further – banks), Belarusian Currency and Stock Exchange open joint stock company (further – the exchange) (further – services of National Bank);

services of "Belarusian Interbank Settlement Center" open joint stock company (further – settlement center) to carrying out instant payments and on ensuring electronic money transfer when carrying out interbank calculations in the BISS system (further – services of settlement center) which include:

acceptance from banks, the exchange, National Bank of electronic payment documents;

reception (transfer) from banks (banks) and National bank (u) of electronic documents and electronic messages on instant payments;

control of authenticity and integrity of electronic payment documents, system control on compliance to the requirements established in the BISS system;

control of authenticity and integrity of electronic documents on instant payments and control on compliance to the requirements determined by the regulatory legal act of National Bank establishing procedure for functioning of system of instant payments and carrying out instant payments;

transfer to banks, exchange, National Bank of the electronic messages and (or) electronic payment documents confirming money transfer, and also issue of statements from personal accounts on correspondent accounts;

1.2. services of National Bank are paid by banks, the exchange according to the procedure and in the terms determined in the agreement of correspondent account signed with National Bank.

Information on establishment (change) of the size of service fee of National Bank is posted on the official site of National Bank and it is carried to banks, the exchange in writing not later than month before date of use of the new amount of payment;

1.3. services of settlement center are paid by banks, the exchange on which correspondent accounts operations on cash write-off including without order of the account holder, and National Bank on transactions of cash write-off from its account for interbank calculations are performed. The procedure and payment due dates of services of settlement center are determined by the agreements signed by banks, the exchange, National Bank with settlement center.

Information on establishment (change) of the size of service fee of settlement center is carried to banks, the exchange, National Bank by the electronic message through system of transfer of financial information not later than month before date of use of the new amount of payment.
