About approval of standards of the state services in questions of accounting of citizens of the Republic of Kazakhstan abroad

According to the subitem 1) article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" PRIKAZYVAYU:

1. Approve:

1) the standard of the state service "Registration of Citizens of the Republic of Kazakhstan, Constantly and Temporarily Living outside the Republic of Kazakhstan" according to appendix 1 to this order;

2) the standard of the state service "Removal from Accounting of Citizens of the Republic of Kazakhstan, Constantly and Temporarily Living outside the Republic of Kazakhstan" according to appendix 2 to this order.

2. To provide to department of consular service of the Ministry of Foreign Affairs of the Republic of Kazakhstan:

1) in the procedure established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on official Internet resource of the Ministry of Foreign Affairs of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Management of legal examination of the Ministry of Foreign Affairs of the Republic of Kazakhstan of data on accomplishment of the actions provided in subitems 1), 2), 3), 4) of this Item.

3. To impose control of execution of this order on the supervising deputy minister of foreign affairs of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Registration of Citizens of the Republic of Kazakhstan, Constantly and Temporarily Living outside the Republic of Kazakhstan"

Chapter 1. General provisions

1. The state service "Registration of Citizens of the Republic of Kazakhstan, Constantly and Temporarily Living outside the Republic of Kazakhstan" (further - the state service).

2. The standard of the state service is developed by the Ministry of Foreign Affairs of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears foreign institutions of the Republic of Kazakhstan (further - the service provider).

Documents acceptance and issue of result of rendering the state service are performed through the service provider.

Chapter 2. Procedure for rendering the state service

4. Term of rendering the state service:

1) from the date of delivery of document package by physical person (further – uslugopoluchatel) – 2 (two) working days;

2) the most allowed time of expectation for delivery of document package uslugopoluchatel - 60 (sixty) minutes;

3) the most allowed time of servicing of uslugopoluchatel - 20 (twenty) minutes.

5. Form of rendering the state service - paper.

6. Result of rendering the state service - the insert to the passport of the citizen of the Republic of Kazakhstan in form according to appendix 1 to this standard of the state service, the certificate of registration (constituted in any form) or the motivated answer of refusal in rendering the state service according to Item 10 of this standard of the state service.

Form of provision of result of rendering the state service: paper.

7. The state service is rendered free of charge to uslugopoluchatel.

8. Working schedule of the service provider:

Monday through Friday inclusive, from 9:00 till 18:30 o'clock with lunch break from 13:00 till 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan.

Documents acceptance is performed by the service provider from 09:30 till 12:30 o'clock, and issue of results of rendering the state service from 16:00 till 17:00 o'clock. Environment - not visiting day.

The state service is rendered in turn, without making an appointment and the accelerated servicing, booking of queue by means of Internet resource of the service provider is possible.

9. The list of the documents necessary for rendering the state service in case of the personal address of uslugopoluchatel or his legal representative with provision of the documents confirming powers on representation to the service provider:

1) for registration of the citizens of the Republic of Kazakhstan who are constantly living outside the Republic of Kazakhstan:

the statement in any form;

the copy of the identity document (the original for reconciliation);

the copy of the exit visa out of limits of the Republic of Kazakhstan on the permanent place residence which is drawn up according to the order of the Government of the Republic of Kazakhstan of March 28, 2012 No. 361 "About approval of Rules of document creation on departure out of limits of the Republic of Kazakhstan on the permanent residence";

the completed accounting card of the citizens of the Republic of Kazakhstan who are constantly living outside the Republic of Kazakhstan in form according to appendix 2 to this standard of the state service;

2) for registration of the citizens of the Republic of Kazakhstan who are temporarily living outside the Republic of Kazakhstan:

the statement in any form;

the copy of the identity document (the original for reconciliation);
