About some measures for improvement of operation of means of communication

For the purpose of development of means of communication in the republic and increases in its reliability the Government of the Republic of Tajikistan DECIDES:

1. To the Ministry of Communications of the Republic of Tajikistan:

take the specific measures providing inflow of the foreign capital on upgrade and development of telecommunications in the republic;

provide free provision of services of communication, including distribution of TV schedules and broadcasting to foreign customers for payment in sound currency under the agreement, together with the Ministry of Defence of the Republic of Tajikistan to prepare the list of the specialties, officials and pupils of the Dushanbe industrial technical school who are subject to armoring and to submit in accordance with the established procedure for approval in the Government of the republic.

2. To provide to the state-owned joint-stock holding company of "Barka Tochik" power supply of objects and telecommunications agencies in strict accordance with "Instructions for use electric and heat energy", and also operational elimination of damages on electropower lines of objects of communication.

3. To the Ministry of Education of the Republic of Tajikistan together with the interested ministries and departments to consider and provide offers on separation of the Dushanbe industrial technical school into electrotechnical technical school with specialties of communication and power and technical school of light industry, having equipped them with all necessary equipment.

4. To provide to the Ministry of Internal Affairs of the Republic of Tajikistan priority of the solution of the questions connected with functioning of telecommunications agencies, immunity of mail and special departmental transport, respect for public order near the telecommunications agencies connected with servicing of people.

5. Tadzhiknefteprodukt state-owned company provide first-priority realization of fuels and lubricants to telecommunications agencies for accomplishment of emergency recovery operations, transportation of mail and operational activities.

6. To the state committee of the Republic of Tajikistan for the industry:

organize production of low-pair telephone cable at the Tadzhikkabel plant;

create based on the associations "ELTO", the SADAF, Sistemavtomatika and ALMOS plants joint businesses with the related equipment manufacturing plants of the FSU and beyond, the equipment and products of communication.

7. Oblige executive bodies to provide on places (hukumata) strict target use of the cash liquidity selected by National Bank of the republic for pension payment and benefits through relevant organs of communication.

8. To the Ministry of Economics and external commercial relations of the Republic of Tajikistan and to the Ministry of Finance of the Republic of Tajikistan in case of receipt of the foreign credits to provide selection from them of funds for communication development.
