Approve the enclosed Rules of provision from the federal budget of subsidies of autonomous nonprofit organization "TV-Novosti" for creation of mass media: TV channels, radio channels, online medias and their distribution in world information space, covering of the expenses connected with production and distribution in the Russian and international markets of products of mass media (programs of mass media).

2. Recognize invalid:

the order of the Government of the Russian Federation of December 26, 2014 No. 1527 "About approval of Rules of provision from the federal budget of subsidies of autonomous nonprofit organization "TV-Novosti" within the subprogramme "Information circle" of the state program of the Russian Federation "Informational society (2011 - 2020)" (The Russian Federation Code, 2015, No. 1, the Art. 308);

the order of the Government of the Russian Federation of December 29, 2015 No. 1483 "About modification of Rules of provision from the federal budget of subsidies of autonomous nonprofit organization "TV-Novosti" within the subprogramme "Information circle" of the state program of the Russian Federation "Informational society (2011 - 2020)" (The Russian Federation Code, 2016, No. 2, the Art. 358);

1. These rules establish the purposes, procedure and conditions of provision from the federal budget of subsidies of autonomous nonprofit organization "TV-Novosti" for creation of mass media: TV channels, radio channels, online medias and their distribution in world information space, covering of the expenses connected with production and distribution in the Russian and international markets of products of mass media (programs of mass media) (further respectively - subsidy, the receiver of subsidy).

2. Subsidies are provided to the receiver of subsidy within the budgetary appropriations provided in the Federal Law on the federal budget for the corresponding financial year and planning period and limits of the budget obligations brought in accordance with the established procedure to Federal Agency for Press and Mass Communications as the receiver of funds of the federal budget for the purposes specified in Item 1 of these rules.

3. Subsidies are aimed at financial provision of the following expenses:

a) compensation, payment of insurance premiums for compulsory pension, compulsory medical and compulsory social insurance, fees on compulsory social insurance from labor accidents and occupational diseases;

compensation payments to workers in accordance with the legislation of the Russian Federation;

b) lease of rooms and equipment;

c) carrying out current and in need of capital repairs and servicing of the equipment which is in operation and stock;

d) carrying out routine maintenance and overhaul repairs of buildings, constructions and rooms;

e) acquisition of production processing equipment, production and economic stock necessary for ensuring productive activity of the receiver of subsidy;

e) acquisition of consumable materials and objects of supply;

g) holding actions for order placement on deliveries of goods, to performance of works and rendering services for providing the main activities of the receiver of subsidy;

h) acquisition, repair and servicing of motor transport and payment of parking of motor transport;

i) ensuring fire safety;

j) ensuring protection of objects, including installation and adjustment of system of protection;

k) fee on content of property, including utilities expenses;

l) payment of transportation and traveling expenses, and also the expenses connected with office trips of workers which permanent job has traveling nature;

m) fee on personnel recruitment and premises for foreign employees;

o) fee of communication and unilaterala, including lease of frequency resources, channels and communication lines for acceptance and signaling, and also the services technologically inseparably linked with communication services including lease of mobile satellite stations, figurative satellite stations, satellite resources for transfer of audio-and video records, equipment rooms for broadcast of video records, and fee of the technicians performing servicing of the specified leasable equipment;

o) payment of fees on insurance;

p) fee on the translations of documents, editorial and publishing services, and also auditor, accounting, legal, sociological, linguistic and consulting services, patent and notarial services, services in customs clearance, in conducting examinations and receipt of the conclusions connected with productive activity and operation of technical equipment;

c) fee of news agencies and other suppliers of information, entertainment expenses, advertizing, typographical services, the expenses connected with participation in the Russian and international associations, the organizations and exhibitions, and also with holding of conferences, festivals, forums and presentation actions and participation in them;

r) tax payment and obligatory payments, and also fee of banks;

s) payment of software licenses and works on configuring and upgrade of programs, and also on support and updating of licensed software, including databases, on acquisition of copies of programs for electronic computers and copies of databases, cloud computing;
