2. Declare invalid the order of the Minister of Foreign Affairs of the Republic of Kazakhstan of October 18, 2000 No. 222 "About approval of the Instruction for registration of permission on permanent residence to citizens of the Republic of Kazakhstan abroad" (it is registered in the Register of state registration of regulatory legal acts No. 1463, 2001, No. 24, by the Art. 419) is published in the Bulletin of regulatory legal acts of the central executive and other state bodies of the Republic of Kazakhstan.

3. To provide to department of consular service of the Ministry of Foreign Affairs of the Republic of Kazakhstan:

1) in the procedure established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on official Internet resource of the Ministry of Foreign Affairs of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Management of legal examination of the Ministry of Foreign Affairs of the Republic of Kazakhstan of data on accomplishment of the actions provided in subitems 1), 2), 3), 4) of this Item.

4. To impose control of execution of this order on the supervising deputy minister of foreign affairs of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules of acceptance and the direction of documents of the citizens of the Republic of Kazakhstan who left the Republic of Kazakhstan on temporary cases and showed willingness to remain there on the permanent residence (further – Rules) are developed according to Item 59 of the Consular charter of the Republic of Kazakhstan approved by the Presidential decree of the Republic of Kazakhstan of April 25, 2016 No. 240, and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further - the Law "About the State Services") and determine procedure for acceptance and the direction of documents of the citizens of the Republic of Kazakhstan who left the Republic of Kazakhstan on temporary cases and showed willingness to remain there on the permanent residence.

2. The state service "Acceptance and the Direction of Documents of the Citizens of the Republic of Kazakhstan Who Left the Republic of Kazakhstan on Temporary Cases and Showed Willingness to Remain There on the Permanent Residence" (further – the state service) appears foreign institutions of the Republic of Kazakhstan (further – the service provider) and the Ministry of Internal Affairs of the Republic of Kazakhstan.

Chapter 2. Procedure for acceptance and direction of documents

3. For receipt of the state service the citizens of the Republic of Kazakhstan who left the Republic of Kazakhstan on temporary cases and showed willingness to remain there on the permanent residence, personally or their legal representatives (parents, guardians, custodians) (further - uslugopoluchatel) submit to the service provider the following documents:

1) the statement questionnaire in form according to appendix 1 to these rules;

2) the identity document or the electronic document from service of digital documents (for identification of the personality).

In case of acceptance of the passport of the citizen of the Republic of Kazakhstan and/or the certificate or certificate of the child's birth the service provider reproduces their copies then returns originals to uslugopoluchatel. The original of the identity certificate of the Republic of Kazakhstan is withdrawn.

In case of absence, loss or expiration of the identity certificate or the passport of the citizen of the Republic of Kazakhstan, the uslugopoluchatel furnishes written explanation in a free form.
