About measures for implementation of the State program of assistance of employment of the population for 2018

In pursuance of the priority tasks determined in the President's letter of the Republic of Uzbekistan to Oliy Majlis of the Republic of Uzbekistan on December 22, 2017 on employment of the population, especially youth and members of needy families, to creation of new permanent workplaces due to construction of new industrial enterprises, development of small business and private entrepreneurship, expansion of service industry, and also to increase on this basis of welfare and quality of life of the population:

1. Determine the main directions of assistance of employment of the population in 2018:

the first, creation is at least 168,2 of one thousand permanent workplaces in industries, agricultural industry and service industry within the investment projects developed during visits by the President of the Republic of Uzbekistan of regions of the country, and also programs of complex development of regions, the cities and areas of the republic, industry development programs;

the second, the organization 19, one thousand new workplaces for the realization account of "road maps" and investment projects on the organization of new productions based on the idle, privatized companies and objects of state-owned property;

third, creation of 46,6 of one thousand workplaces due to construction of affordable housing in the rural zone, apartment houses, road and transport and engineering and municipal infrastructure;

the fourth, creation of 10,6 of one thousand workplaces due to input of new establishments of social infrastructure as a result of construction and reconstruction of new preschool and educational institutions, health care facilities, culture and sport;

the fifth, creation about 101,3 of one thousand workplaces as a result of strengthening of work on forming of the most favorable business environment, to rendering full support and stimulation of development of small business and private entrepreneurship, including by provision of tax benefits by it, introductions 2 - the x-year moratorium on conducting checks, allocation of the preferential microcredits. stimulations of hiring of workers by individual entrepreneurs, including creation of 26,9 of one thousand workplaces due to development of workmanship on the basis of creation in regions of the centers of workmanship, allocation to handicraftsmen of the empty rooms, providing them with raw materials and materials, widespread introduction of training in crafts by the usto-shogird method;

the sixth, employment of 169,5 of one thousand population on seasonal and temporary works, including attraction about 140,1 of one thousand unoccupied population, especially members of needy families, to social jobs, and also 29,4 of one thousand persons to temporary employment through Bureau of providing with one-time work:

the seventh, employment on 48,6 of one thousand the quota workplaces of graduates of educational institutions, the citizens who came back from armed forces, persons, exempted from places of detention, and also other socially vulnerable categories of the population, implementation of professional training and retraining of 25,9 of one thousand unoccupied persons in the centers professional training, organized employment of 52 thousand citizens abroad through the Agency on external labor migration under the Ministry of employment and employment relationships of the Republic of Uzbekistan.

2. Approve developed by the Ministry of employment and employment relationships. The Ministry of Economics of the Republic of Uzbekistan together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, the organizations employers of the republic the State program of assistance of employment of the population for 2018 (further - the State program) including:

forecast parameters of employment due to development of individual entrepreneurship and workmanship in 2018 according to appendix No. 4;

forecast parameters of the organization of professional training and retraining of unoccupied persons, and also allowance payments on unemployment in 2018 at the expense of means of the State fund of assistance of employment of the Republic of Uzbekistan according to appendix No. 5;

forecast parameters of growth of number of occupied population for 2018 by the republic territories with quarterly breakdown according to appendix No. 6.

Provide to the Ministry of Economics and the Ministry of employment and employment relationships of the Republic of Uzbekistan the right together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent to make, if necessary, reasonable changes and amendments to forecast parameters of the State program, proceeding from parameters of again approved state programs on development of the territories and industries of economy.

address territorial programs of assistance of employment of the population (further - territorial programs), with establishment of forecast parameters of territorial programs by sectors of the regions, areas and the cities organized according to the resolution of the President of the Republic of Uzbekistan of August 8, 2017 No. PP-3182 "About first-priority measures for ensuring the accelerated social and economic development of regions" with indication of the specific organizations and projects, and also taking into account the main directions of providing occupation of the population in 2018 and forecast parameters of the State program;

in coordination with the Ministry of Economics, the Ministry of employment and employment relationships, the State Tax Committee of the Republic of Uzbekistan forecast parameters of growth of number of occupied population for 2018 by areas and the cities according to requirements of the resolution of the President of the Republic of Uzbekistan of May 6, 2017 No. PP-2960 "About measures for increase in the personal responsibility of heads of executive bodies on places and territorial authorities of economic complex for effectiveness and efficiency of the carried-out work on employment of the population".

5. To the ministry of employment and employment relationships of the Republic of Uzbekistan together with the Ministry of development of information technologies and communications, the Ministry of Economics in two-month time to perform measures on:

6. To the ministry of employment and employment relationships of the Republic of Uzbekistan in two-month time together with:

11. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N.
