About enhancement of activities of the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan

In pursuance of the Presidential decree of the Republic of Uzbekistan of January 25, 2018 No. UP-5313 "About Measures for Radical Enhancement of System of General Average, Secondary Vocational and Professional Education":

1. Create the Center of professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan (further - the Center) based on the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan.

2. Determine the main objectives and activities of the Center:

realization of single state policy in the sphere of professional education together with the ministries, departments, economic associations, commercial banks and large enterprises having in the maintaining professional colleges, implementation of average and long-term programs for development of professional education, providing organizational and methodical management of teaching and educational process in professional colleges;

the organization of development of curricula and programs of preparation in professional colleges of the specialists of average link demanded in the labor market, proceeding from requirements and proposals of employers and the best foreign practices, and also taking into account structural changes in real production sectors;

providing on system basis of work on matching and completion of professional colleges as the highly professional leading and pedagogical personnel, to regular increase in their qualification and professional level, and also on stimulation of their work;

implementation of new forms and methods of advanced training and retraining of the leading and pedagogical personnel of system;

coordination of educational and methodical work of all professional colleges of the republic irrespective of their departmental accessory;

development and implementation of measures, directed to improvement of quality of education in professional colleges, continuous improvement of educational process;

coordination and methodical ensuring process of professional education in specialized industrial practice complexes on forming of professional skills of pupils of the 10-11th classes of comprehensive schools;

3. Approve:

organizational structure and structure of central office of the Center with the extreme total number of personnel in number of 34 units according to appendices No. No. 1 and 2;

standard structure of territorial administrations of professional education of the Republic of Karakalpakstan, areas and the city of Tashkent (further - managements) according to appendix No. 3;

the extreme number of employees of territorial administrations of professional education of the Republic of Karakalpakstan, areas and the city of Tashkent according to appendix No. 4;

Grant to the director of the Center the right, if necessary, to make changes to structures of central office and the subordinated organizations, managements within the established extreme total number of personnel.

4. Determine that:

The center is legal successor of the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan by all its rights, obligations and agreements;

the decisions of the Center made within its powers are obligatory for execution of the public and economic board by bodies, public authorities on places and business entities;

The center is headed by the director - the first deputy minister of the higher and secondary vocational education of the Republic of Uzbekistan;

the director of the Center is appointed and dismissed by the President of the Republic of Uzbekistan on representation of the minister of the higher and secondary vocational education of the Republic of Uzbekistan;

the director of the Center bears the personal responsibility for the high-quality and effective organization, normative legal regulation of system of professional education of the Republic of Uzbekistan, full and timely accomplishment of the tasks assigned to it.

5. Create Institute of innovative development, advanced training and retraining of pedagogical personnel of system of professional education under the Center based on Institute of advanced training and retraining of personnel of system of secondary vocational, professional education under the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education and Service of information and methodical providing organizations of secondary vocational, professional education under the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan, with assignment of functions on it on:

to implementation of continuous work on enhancement of structure and contents of educational programs, ensuring their efficiency and adaptability within general methodology of training, to development of new curricula and programs and their implementation in educational process;

to implementation of new forms and methods of advanced training and retraining of pedagogical personnel of system, the organization of new chain of command system of advanced training and retraining of pedagogical personnel with use of modern educational technologies.

6. Approve structure of Institute of innovative development, advanced training and retraining of pedagogical personnel of system of professional education under the Center with extreme number of personnel in number of 86 units according to appendix No. 5.

7. Transform professional colleges (colleges) of arts, culture and the Olympic reserve to specialized schools and boarding schools of arts and culture, specialized boarding schools of the Olympic reserve with issue of the diploma of the state sample according to appendix No. 6.

8. Determine the main sources of financing of activities:

a) professional colleges of the ministries and departments specializing in training for the corresponding industries of economy:

the means arriving for training at paid and contractual basis;

the extrabudgetary funds of the ministries and departments which are annually provided in their expense budgets on these purposes;

means from other sources which are not forbidden by the legislation;

b) professional colleges of the economic associations, commercial banks and large enterprises specializing in training for the corresponding industries of economy:

the means arriving for training at paid and contractual basis;

means of economic associations, commercial banks and large enterprises;

means from other sources which are not forbidden by the legislation;

Establish procedure in case of which pupils from needy families study in professional (multi-profile) colleges regardless of jurisdiction at free basis.

9. To the Cabinet of Ministers of the Republic of Uzbekistan to approve:
