In recent years in the republic on system basis complex measures for providing settlements with the town-planning documentation creating modern architectural appearance of the cities and rural settlements taking into account development of house and social construction and updating of engineering and communication and road and transport infrastructures are implemented.

As a result of the carried-out work of 96 cities, 87 city settlements are provided with master plans, 550 descents of citizens of kishlaks (auls) of the republic have projects of the architectural and planning organization of the territories.

For the purpose of further enhancement of activities and ensuring effective participation of the design and survey organizations in development and implementation of perspective and economically reasoned investment decisions in regions of the republic 26 leading design and survey organizations, and also 12 branches of GUN "Uzshakharsozlikliti" are created.

However, insufficient security of city and rural settlements with town-planning documentation is restraining factor for their systematic development, rational placement of subjects to welfare and production assignment, expansion of engineering and communication and road and transport infrastructures taking into account short-term, medium and long-term terms of development of the territories. In particular, it is required to provide with master plans 23 cities and 994 city settlements, including in the short-term period - 138 cities and city settlements of the republic.

Still insufficient is equipment of the design and survey organizations by the advanced innovative software solutions and modern information base, the best foreign practices poorly take root, training of necessary qualification for industry is not up to standard performed that, certainly, affects quality of project products.

For the purpose of radical enhancement of situation in the field of town planning first of all regarding development and implementation of town-planning documentation, providing timely scope it settlements, further improvement of activities of the project organizations and improvement of quality of training of specialists of the sphere of town planning by the highest educational institutions:

1. Approve:

summary parameters of development of master plans of the cities and city settlements, and also projects of the architectural and planning organization of the territories of descents of citizens of kishlaks (auls) of the republic in 2018 - 2022 according to appendix No. 1;

programs for project development of master plans of the cities and city settlements of the republic for 2018 - 2022 according to appendices No. No. 2a and 26;

The program for project development of the architectural and planning organization of the territories of descents of citizens of kishlaks (auls) with simultaneous project development of the detailed layout of settlements for 2018-2019 according to appendix No. 3;

Complex actions for improvement of quality to the developed town-planning documentation, development of activities of the design and survey organizations, and also enhancement of preparation and advanced training of specialists in the field of town planning according to appendix No. 4.

2. To the ministry of construction of the Republic of Uzbekistan together with the State committee of the Republic of Uzbekistan on land resources, geodesy, cartography and the state inventory and khokimiyats of areas based on certain borders and the constituted cards of self-government institutions of citizens in administrative and territorial units according to the Program of complex measures for further enhancement of the activities of self-government institutions of citizens approved by the Presidential decree of the Republic of Uzbekistan of February 3, 2017 No. UP-4944, till February 1, 2019 to provide preparation and entering into the Cabinet of Ministers of the Program for project development of the architectural and planning organization of the territories of descents of citizens of the rural territories with simultaneous project development of the detailed layout of settlements for 2020 - 2022.

3. Assign functions of the customer on implementation of the programs approved by this resolution to the Ministry of construction of the Republic of Karakalpakstan, head departments of construction of areas and Tashkent.

4. Determine:

SUE Uzshakharsozlikliti - developer of drafts of master plans of the cities and city settlements;

SUE Toshkentboshplanliti - developer of drafts of master plans of the cities of Tashkent and Samarkand, cities and city settlements of the Tashkent region;

Kishlokkurilishloyikha LLC - developer of master plans of kishlaks, auls and city settlements in the rural zone, projects of the architectural and planning organization of the territories of descents of citizens of kishlaks (auls) and drafts of the detailed layout (further - PDP) in their structure, with execution of topogeodezichesky cards for PDP;

the regional leading design and survey organizations created according to the resolution of the President of the Republic of Uzbekistan of May 2, 2017 No. PP-2946 "About measures for further enhancement of activities of the design and survey organizations" - developers of master plans of city settlements with project population less than 20 thousand people;

SUE UZGASHKLITI - the contractor of land works and engineering-geological researches for development of town-planning documentation.

5. To the ministry of investments and foreign trade, the Ministry of Finance and the Ministry of Economic Development and reducings poverty of the Republic of Uzbekistan by reasonable calculations of the Ministry of construction annually when forming drafts of the Government budget and State program of development of the Republic of Uzbekistan to provide necessary funds for financing of implementation of the programs approved by this resolution in accordance with the established procedure.

6. Determine that:

master plans of the cities and city settlements with project population less than 20 thousand people, as a rule, are subject to development by the design and survey organizations specified in item 4 of this resolution, determined on the basis of selection of the best offers;

the master plans of settlements developed by the regional leading design and survey organizations are subject to approval only after approval of the parent design and survey organizations SUE Uzshakharsozlikliti and SUE Toshkentboshplanliti, respectively;

the foreign design and survey organizations, without receipt of the license for the right of development of architectural and town-planning documentation, on the basis of the license agreements signed with the Ministry of construction of the Republic of Uzbekistan can be involved in development of master plans of the city of Tashkent, the cities and city settlements of the Tashkent region and other cities in coordination with the Cabinet of Ministers of the Republic of Uzbekistan on competitive basis;

the state unitary enterprises "Architectural and Planning Bureaus" under the Ministry of construction of the Republic of Karakalpakstan, head departments of construction of areas and the city of Tashkent have the right to perform project development of the detailed layout of parts of the settlements having the approved master plans and projects of building of pas the territories no more than ten hectares.

7. To provide to the ministry of construction of the Republic of Uzbekistan within February, 2018 determination of the potential design and survey organizations for development of master plans of the cities and city settlements for 2018 within the Program for project development of master plans of the cities of the republic for 2018 - 2022 according to appendix No. 2a and Programs for project development of master plans of city settlements of the republic for 2018 - 2022 according to appendix No. 26, and also within preparation of parameters of the specified programs the forthcoming years to provide annually:

till December 1 - determination of the design and survey organizations for development of master plans of the cities and city settlements on the basis of selection of the best offers;

till January 1 - approval of address and title lists of design and exploration work on development of town-planning documentation, with the subsequent conclusion of contracts with them;
