About measures for further enhancement of regulation of import to the Republic of Uzbekistan and export from the Republic of Uzbekistan of ozone-depleting substances and products containing them

At the international level the decisions directed to the accelerated conclusion of ozone-depleting substances from the address with the maximum accounting of the risks connected with use of alternative substances with high potential of global warming are made. By provisions of the Montreal protocol on the substances destroying ozone layer production of ozone-depleting substances and products containing them is forbidden and the parties which signed the protocol impose strict import ban of such goods to the countries.

For the purpose of further enhancement of measures for state regulation of import to the Republic of Uzbekistan and export from the Republic of Uzbekistan of ozone-depleting substances and products containing them, the ozone-depleting substances directed to implementation of the National program for the termination of use, and also according to the Commodity nomenclature of foreign economic activity of the Republic of Uzbekistan the Cabinet of Ministers decides:

1. Approve:

the list of types of ozone-depleting substances, import to the Republic of Uzbekistan and of which export from the Republic of Uzbekistan is performed on permissions, according to appendix No. 1;

the list of types of products, import to the Republic of Uzbekistan and of which export from the Republic of Uzbekistan, in case of content in them ozone-depleting substances, is performed on permissions, according to appendix No. 2;

Regulations on procedure for passing of allowing procedures when importing to the Republic of Uzbekistan and export from the Republic of Uzbekistan of ozone-depleting substances and products containing them according to appendix No. 3;

import quotas to the Republic of Uzbekistan of ozone-depleting substances for 2018 - 2030 according to appendix No. 4;

Regulations on procedure for distribution of import quotas to the Republic of Uzbekistan of ozone-depleting substances according to appendix No. 5.

2. Prohibit import to the Republic of Uzbekistan:

ozone-depleting substances according to the list according to appendix No. 6;

refrigeration equipment and installations of air conditioning with use of ozone-depleting substances or depending on them specified in group I of the list A and group I of the list From appendix No. 1 and appendix No. 6 to this resolution.

3. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 25.02.2022 No. 88

4. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 7.

5. To the state committee of the Republic of Uzbekistan on ecology and environmental protection together with the interested ministries and departments in a month:

bring the regulatory legal acts adopted by them into accord with this resolution;

approve the actions plan on extended coverage of the purposes, content and the practical importance of this resolution among subjects of business activity and to provide its realization at the scheduled time.

6. This resolution becomes effective after three months from the date of its official publication.

7. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan K. V. Akmalov, the chairman of the State committee of the Republic of Uzbekistan on ecology and environmental protection B. T. Kuchkarov and the chairman of the State Customs Committee of the Republic of Uzbekistan M. V. Tokhiry.
