1. Approve the enclosed Rules of forming of the list of the objects of information and communication infrastructure of "the electronic government" assigned to the operator of information and communication infrastructure of "the electronic government".

2. Declare invalid the order of the acting minister on investments and development of the Republic of Kazakhstan of January 26, 2016 No. 84 "About approval of Rules of forming of the list of Internet resources of the state bodies and objects of information and communication infrastructure of "the electronic government" assigned to the operator of information and communication infrastructure of "the electronic government" (registered in the Register of state registration of regulatory legal acts at No. 13247, published on March 10, 2016 in information system of law of Ad_let).

3. To provide to department of informatization of the Ministry of information and communications of the Republic of Kazakhstan in the established legislative procedure:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic form in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of information and communications of the Republic of Kazakhstan after its official publication.

4. To impose control of execution of this order on the supervising vice-minister of information and communications of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of forming of the list of the objects of information and communication infrastructure of "the electronic government" assigned to the operator of information and communication infrastructure of "the electronic government"

Chapter 1. General provisions

1. These rules of forming of the list of the objects of information and communication infrastructure of "the electronic government" assigned to the operator of information and communication infrastructure of "the electronic government" (further – Rules) are developed in compliance 6) of article 7 of the Law of the Republic of Kazakhstan "About informatization" (further – the Law) and determine procedure for forming of the list of the objects of information and communication infrastructure of "the electronic government" assigned to the operator of information and communication infrastructure of "the electronic government" (further – the List).

2. In these rules the following concepts are used:

1) authorized body in the field of informatization (further – authorized body) – the central executive body performing management and cross-industry coordination in the field of informatization and "the electronic government";

2) information system – organizationally the arranged set of the information and communication technologies, service personnel and technical documentation realizing certain technological actions by means of information exchange and intended for the solution of specific functional objectives;

3) objects of information and communication infrastructure – information systems, technological frameworks, the hardware and software, server rooms (data-processing centers), networks of telecommunications, and also systems of information security support and smooth functioning of technical means;

4) the hardware and software (further – the AIC) – set of the software and the technical means jointly applied to the solution of tasks of certain type;

5) architecture of "the electronic government" – the description of objects of informatization of "the electronic government", including tasks, functions of public administration by the corresponding industries (spheres) in digital form;"

6) the operator of information and communication infrastructure of "the electronic government" (further – the operator) – the legal entity determined by the Government of the Republic of Kazakhstan to which ensuring functioning of the information and communication infrastructure of "the electronic government" assigned to it is assigned;

7) the architectural portal of "the electronic government" - the object of informatization intended for implementation of accounting, storage and systematization of data on objects of informatization of "the electronic government", architecture of "the electronic government" for the purpose of further use by state bodies for monitoring, the analysis and planning in the field of informatization;

8) the service integrator of "the electronic government" – the legal entity determined by the Government of the Republic of Kazakhstan to which functions on methodological ensuring development of architecture of "the electronic government", and also other functions provided by the Law of the Republic of Kazakhstan "About informatization" are assigned.

Chapter 2. Procedure for forming of the list of the objects of information and communication infrastructure of "the electronic government" assigned to the operator

3. The state body for inclusion of object of information and communication infrastructure of "the electronic government" (further – object) in the List, directs to authorized body the application, in form according to appendix 1 to these rules, with submission of the following documents:
