1. General provisions

1.1. This "Instruction" establishes procedure for placement and approval of routes (platforms) of new construction and reconstruction of the cable communication lines (CCL) of different function along the existing, reconstructed, again under construction and projectible highways of general use.

The instruction does not extend to the choice and placement of routes of cable communication lines along roads and streets in settlements and the cities, on intraeconomic, access and internal highways of industrial enterprises and other organizations irrespective of their departmental accessory.

1.2. The instruction determines requirements and recommendations about placement and approval of routes (platforms) of cable communication lines (underground and land) in the controlled area of highways, obligatory for management and accounting when designing new and reconstruction of the operating cable communication lines and highways.

1.3. Placement of routes of cable communication lines along highways shall be performed, as a rule, within the controlled area in the reserve strips recommended for this purpose.

Reserve strips for possible arrangement of underground and land cable communication lines shall be provided taking into account perspective development of highways and, whenever possible, on the one hand are expensive. Their width is determined by the perspective number of laying of communication wires in this direction.

1.4. In case of placement of routes of cable communication lines along highways in the reforested area for formation of reserve strips at stage of development of technical and economic calculation and projects on construction of cable communication lines it shall be provided, in coordination with the companies of the state road farm and forest grounds, in necessary amounts deforestation or separate trees with indemnification and losses of forestry and landscape production.

1.5. Placement of reserve strips for construction of cable communication lines in controlled areas of highways should be provided taking into account causing the smallest damage to agricultural holdings, forest resources and ensuring the minimum violations to the developed ecological and natural natural environment.

1.6. The requirements for placement of routes of cable communication lines determined in "Instruction" along highways are amendment to the existing regulating documents on designing of cable communication lines.

2. Classification of highways. Main technical standards and indicators

2.1. Highways are subdivided into highways public and departmental highways. Highways public are subdivided into highways of republican value and local value. Highways public according to technical performances are subdivided into five categories which are determined according to the construction regulations and rules existing in the Republic of Belarus.

2.2. Right of way of highways is called the strip of the earth on which the highway and all road constructions are placed. Width of permanent right of way is normalized depending on category of the road.

Width of subgrade of highways according to existing rules and the minimum bandwidth of branch are provided in table 2.1.
